NEW YEAR GREETINGS

                Wishing all the members of AICEIA, their family and friends, a very happy, prosperous, peaceful, healthy and successful New Year. A new committee has been formed at the XVIIth AICEIA Convention in Patna with the support of delegates from all across the country. The responses and resolutions from each and every Circle were a guiding force to the newly formed comittee and work has already started in the decided direction, immediately after the Convention. A letter has already been sent to the Finance Minister of the country with a copy to the Revenue Secretary to intervene into issues like Cadre Restructuring and Stagnation. A meeting was convened by DG (HRD) to discuss the existing welfare measures, suggest new measures and ways and means to make the cadre aware of such Welfare Schemes. Very soon we will be submitting the amended Constitution and the Resolutions taken in our Patna Convention to the Board. Several messages have been received by me and other office bearers from members hailing from different parts of the country. I take this opportunity to thank each and every member of AICEIA for their support and look forward for suggestions, discussions and communications from one and all. As is agreed by all, we are standing at a crucial junction with issues like Stagnation, Upgradation, Cadre Restructuring, GST, regional disparity, ICT, base cadre seniority, and many others. We have also decided to actively pursue the legal battle for notional fixation w.e.f 1.1.1996 and grant of GP of 5400. Most of these issues have been thoroughly discussed and minuted in our convention. Perhaps some issues which required more deliberations could not be done, mainly due to time constraints. Each and every member is requested to share and communicate their views and opinions through their zonal/circle committees. Let us all resolve together to stay united and bring to the fore even those who are not yet members of AICEIA. Many of our esteemed delegates have vowed to bring in more DDO certificates and collect more funds both of which are vital for the strength of our organisation. In this regard the Constitution of AICEIA has been amended to increase the membership fee from Rs. 40/- to Rs. 60/- per month w.e.f. 1.4.2013. A stronger organisation would strenghten our morale and send stronger signals in the corridors of North Block and other such places of power that are time and again turning a deaf ear to many of our grievances and genuine demands. Our predecessors have done an excellent job in forming this organization and strengthening it. They have started a journey and we have to continue it gathering more force, more momentum and more vigour; this in spite of reports that the members are understandably de-motivated and their morale is at an all time low. It should be our combined endeavour to motivate all and our efforts should solely be towards the benefit of the cadre in general. I strongly believe that the darkest hour is just before dawn. Once again wishing one and all A Very Happy New Year.

Meeting of RSA office-bearers convened by DGHRD, Brief Update on Other Issues

The Director General, HRD convened a meeting of  office bearers of all recognised  Associatons of  Officers and Staff in the CBEC on 21.12.2012 at New Delhi. Agenda was "Customs and Central Excise Welfare Fund". Secretary General and Organising Secretary represented the AICEIA in the meeting and put forward suggestions as per resolutions passed in the Patna Convention.
Information gathered is that the revised CBEC Restructuring Proposals are with the DoP&T, and that the Board is shortly expected to make a presentation to the Finance Minister on the revised  proposals in the next few days. However, no verifiable details of the revised proposals are forthcoming.
JAC met at New Delhi and reviewed progress of the combined protest movement, and deliberated on the future course of action. Circular in this respect will shortly be issued accordingly by the JAC.
A detailed Circular covering all important proceedings and decisions of  the Patna Convention of the AICEIA shall be issued very soon and placed on this blog. Delay  is regretted.Kindly bear with us for this.

Message from outgoing President

Farewell, AICEIA !

As I bid adieu  after a long and wonderful journey as part of the AICEIA, I am overwhelmed with mixed feelings. The elation of getting the first  promotion in my career after putting in more than two decades of service is matched only by the satisfaction of seeing that the  Association is in very safe hands of an able new Central Committee.  Partings are always painful, and so is mine with this Association. However, it is only because I am no longer an Inspector that I am technically not a member of the AICEIA, but the fact of the matter is that my heart and soul will always be with you all, and remote though is the possibility that such occasion will ever arise, it’s my solemn promise to you that I am just one call away if the cadre ever needs any service from me !

I want to share a few stray thoughts with you as I lay down office and hand over the baton to the new team AICEIA. Any Association derives all its strength from the cadre it represents. Active involvement of the rank and file of the organization in all its programmes,  a regular and meaningful two- way communication from the All India office bearers right to the grassroots level formations, a continuous membership drive to include all Inspectors of Central Excise in the AICEIA fold, enhancing  the  legal, intellectual and financial resources of this collective, and mobilization of all members across the length and breadth of this country to give  this robust  organization an even mightier shape are endeavours which I am sure the coming days will be witness to.
  
I exhort all members and especially the regional office bearers to extend wholehearted support to the Central Committee as they begin their tenure with the very difficult task of trying to ensure that this cadre gets its due after being denied what is right fully its for decades now. Cadre restructuring of the CBEC, our demand for upgradation of all Inspectors who have completed 8 years of service, problems in allowing Transfers of Inspectors from one Cadre Control Zone to another,  welfare of the cadre being more on paper than in practice, widening  regional disparities in promotions,  gross  continuing injustice of the Central Excise stream vis-à-vis the Customs side are all burning issues which  the new Committee will have to grapple with and try to get resolved as early as possible.  The Association needs effective and competent leadership at all levels. I don’t feel that it lacking today. What is vital however is the active participation and cooperation of all members in all Association activities and programmes, and a lot needs to be done in this direction. That alone can nurture and sustain any staff association.  It is worth remembering that any lethargy in participating in Association activities would be detrimental to their own interests in future.

 I am certain that more and more younger Inspectors will not only  play an active role in the days to come but will soon assume leadership of the Association and ensure a glorious future for the cadre. 

From the bottom of my heart I thank each and every Inspector of Central Excise across the country, the CEC and Convention Delegates,  my comrades in the  outgoing  Committee,  the new Committee which has taken charge and finally and more importantly all the former leaders who had struggled to have a platform like this, for all the love they have showered me with  during my tenure as President of this magnificent Association. It has indeed been a privilege which I shall cherish forever.

Convention at Patna : URGENT

The host unit for the XVIIth Convention of the AICEIA at Patna has informed that confirmations of attendance and travel programmes of delegates have not yet been communicated to them so far by some units. Kindly do so immediately by e-mail to samirksinha72@yahoo.com since it is required to book accommodation and make other arrangements. If this information is not made available to the host unit forthwith, they will find it very difficult to find sufficient number of rooms etc. if  delegates arrive without informing well in advance, which could cause extreme inconvenience.
All units are also advised to bring  DDO Certificates and clear all dues payable to the All India body without fail  positively as has already been communicated repeatedly earlier.

AICEIA JOINS 12.12.12 STRIKE

Office bearers of AICEIA have met Com.K K N Kutty, Secretary General of the Confederation of Central Government Employees and Workers, and pledged our participation and support  to the Confederations's call for Strike on 12.12.12 . The Charter of Demands includes several issues which have a direct and crucial bearing on the future of every single Central Government employee - Immediate constitution of 7th Pay Commission, Ensuring minimum five promotions to all employees in their normal career span, Withdrawal of the PRFDA Bill and the proposed  "reforms" in the Pension sector, which  snatches away the most beneficial service condition for us employees - Assured/Defined Pension - from not just the post 2004 entrants in Govt. Service, but also includes devious provisions to deprive all  existing employees from pension, lifting ban on filling vacancies and creation of new posts.....These are Demands which touch the very core of our being as public servants.




 Secretaries of all Circles/Branches of the AICEIA have already been advised to serve notice for the Strike to respective Chief Commissioners/ Commissioners following serving of notice to the Chairperson, CBEC by the Secretary General. If any Circle/Branch has not done so yet, please do so immediately. 






All office bearers and members  of AICEIA are requested to actively campaign for making the 12.12.12 Strike a resounding success. Remember Comrades, our position as Government Servants is precariously poised, and this Strike will, in the years to come, mark a decisive milestone in our lives - for better, or for worse - the moment has come for us to choose!

Ongoing Protest Week on Call of JAC -Savingrams to be sent

Comrades,
As our Protest Week draws to a close on Friday, we need to hold massive protest meetings during the lunch break  in Central Excise, Customs and Service Tax offices all over the country to register our deep anguish at the callous indifference shown to the  plight  of  the  Gr C and  Gr B personnel  by the CBEC  and the Government.  Our demands for  any improvement in service conditions and reasonable promotional prospects for all cadres are met with devious responses ranging from holding out threats to take   disciplinary action to promises never intended to be kept.
All Group C and Group B employees of the CBEC  are called upon by the  JAC to wear black badges and participate in Protest Meetings during the lunch break on Friday, 23.11.2012. Thereafter from all  the Protest Meeting  venues, savingrams must be sent, in separate envelopes, addressed to the Revenue Secretary, Govt. of India, and the Chairperson, CBEC, by Speed Post so that the extent of discontent brewing among us is appropriately  communicated.  Suggested  draft of the savingram is appended below.

Comrades,
The Protest Week being observed by the Joint Action Committee of Associations of Staff and Officers in the CBEC has evoked good response all across the country. Please maintain the tempo, and kindly do  not be misled by  motivated rumours being spread by detractors of the movement that the agitation has been called off,. We have received reports that in certain pockets, due to reasons like mourning following  the demise of Shri Bal Thackeray,  regional festivals, and also certain confusion deliberately spread  about  the JAC having withdrawn its call, the observance of the Programme has not been as spirited as in other parts of the country. Please do your best in the remaining days to make up for the lost time and ensure maximum participation. This struggle is one of attrition, and those who hold their morale high would succeed. We have already succeeded in waking up the CBEC to our concerns. With justice on our side, we are bound to achieve what we have set out to ...all we need to do is raise our voices in unison against the treatment meted out to us, and demand with all the might we can muster what is rightfully ours.

Protest Programme from 19.11.2012 - JAC Update

The Joint Action Committee has called for observance of  a Protest Week from 19th to 23rd of November’12, in all offices of Central Excise, Customs and Service Tax across India and reports being received from all corners of the country indicate that preparations are on in full swing to make the programme a huge success.

Meanwhile the Central Excise Superintendents’ Association [AIACEGEO] has unilaterally announced on 16.11.2012 that it is withdrawing from this agitation. In the meeting at Chennai on 08.10.2012 the Superintendents’ Association and JAC had  chalked out the Agitation Programme with mutual understanding that the same would be conducted jointly, and since the Superintendents’ Association had certain reservations on a couple of Demands in the JAC Charter, they would have an independent Charter of Demands. All suggestions put forth by the Superintendents’ Association were accommodated in the JAC programme and correspondence, and co-operation in every possible manner was extended to them in our attempt to foster a spirit of unity and solidarity among all deprived cadres in the CBEC.  It is unfortunate that at the eleventh hour, without consulting the JAC or even informing any of us, the  Central Excise Superintendents’ Association has backtracked and called off the agitation. However it is heartening to note that some regional formations of the Superintendents’ Association have informed that they would be participating in the JAC programme.

Certain vested interests are spreading rumours  that the  JAC too has withdrawn the call to observe the Protest Week. Kindly lend no credence to these. After detailed consultations among constituents of the JAC, it is clarified that our agitation is on, and all Group B and Group C officers and staff of the CBEC [Executive and Ministerial, Gazetted and Non-Gazetted, from both the Customs and Excise sides] are exhorted to actively and whole heartedly participate in this Agitation Programme in overwhelming numbers to unequivocally convey to the Board and the Government that we will no longer continue to silently suffer the ignominies heaped on us.

AICEIA CIRCULAR 08/2012 dated 12.11.2012

It is informed once again that the Joint Action Committee (Joint Action Committee) of Associations of Staff and Officers in the Central Board of Excise and Customs has called for observance of a PROTEST WEEK from 19th to 23rd of November 2012 in support of our 9 point Charter of Demands. The programme of agitation is that during the Protest Week all members shall wear black badges, and protest meetings shall be held on each day during the lunch break. On 23rd November, after the protest meeting, i.e. in the afternoon, complete “pen-down” shall be observed.
It is hoped that notices in this respect must have already been given to the departmental heads. In case the same has not yet been done by any unit, it is requested that the AICEIA Circle/ Branch Secretaries may serve the Notice immediately to respective Chief Commissioners/ Commissioners. It is preferable that notices may be served jointly along with representatives of other constituents of the JAC. The Superintendents’ Association (All India Association of  Central Excise Gazetted Executive Officers) too, as per understanding reached with the JAC, have served notice for observing identical protest programme.  It is, therefore, suggested that the agitation be organized effectively all across the country in close co-ordination with all other Associations of  Staff and Officers.
In the wake of the successful agitation on the call of the JAC, CBEC has issued an Office Memorandum calling for brief notes on the Charter of Demands. However, no progress on the Cadre Restructuring front and other long-standing demands of ours is evident. So it  is all the more important that the PROTEST WEEK is observed with total participation across the length and breadth of this country to register the deep anguish of all Group B and Group C cadres of the CBEC at the grossly unjust and discriminatory treatment meted out to them by the Government.
On 23rd of November, from all the Protest Meeting venues  Savingrams should be sent to the Revenue Secretary, Govt. of India, and Chairperson CBEC, in separate envelopes, by Speed Post. Copy of notice served to the Revenue Secretary by the JAC, and a draft for the savingram along with Charter of Demands is enclosed.
It is requested that immediately after the Protest Week all AICEIA Circle/Branch Secretaries may send a report on the observance of the same in their respective formations. Reports may please be sent by e-mail at ajitkgbhilai@gmail.com and manojmythree@hotmail.com .

JAC CHARTER OF DEMANDS
1.       Furnish the Board’s proposal after the submission of the Federations/Associations on 25.01.2011 to CBEC, New Delhi and ensure obtaining Federations/Associations views and comments on the D.O.P&T’s decision on Board’s Proposal. Inclusion of all isolated cadres like Telecommunication wing, Marine wing and Chemical staffs whose restructuring is pending in the ongoing Restructuring of Cadres.
2.       A committee be constituted with the representatives of all Recognised Federations/Associations of Joint Action committee and the officials from the CBEC to finalise the ensuing Restructuring of the cadre of CBEC as was done in CBDT.
3.       No reduction/abolition of posts in any of the grade beloinging to Group ‘C’(non-ministerial), Group ‘C’(Ministerial) & Group ‘B’(Gazetted & Non-Gazetted) & Group ‘A’ officers taking into account the submissions made by different Associations consequent to the meeting held with the CBEC officials on 18.01.2011.
4.       Ensure at least 04(four) functional promotions in the service life across the cadre.
5.       One time relaxation for regularisation of the daily wagers/casual labours through the on going cadre restructuring.
6.       The vacancies that would crop up out of the cadre restructuring exercise should be filled up first by giving appointment to all the pending Compassionate appointment cases as one time measure, disregarding the cap of 5% of the Direct Recruit vacancies as provided in the relevant instructions.
7.       Prompt and adequate consideration and redressal of the proposals in respect of ongoing restructuring of cadres of the CBEC submitted by the respective Federations/Associations
8. Redefining the role of employees in conformity with the procedural changes of the department, deployment of all categories of Officers be made in an appropriate manner after imparting proper training.
9.       Restructuring of the cadres in consonance with the recommendation of the 6th CPC in Chapter 3.1.

Condolences

Our Advisor Com.Kousik Roy lost his father this morning. The demise happened in Kolkata following a brief illness. Com Kousik Roy had lost his mother too just a few months earlier.
AICEIA offers its deepest condolences to the bereaved family in this hour of grief.

NEED FOR AN EFFECTIVE GRIEVANCE REDRESSAL MECHANISM – AN EPISODE AT MUMBAI

Meetings under the Joint Consultative Machinery or Grievance Redressal Mechanism are being held in most Commissionerates.  It is suggested that  in those Zones/Commissionerates where such meeetings are not being held regularly, the matter may be taken up with the Commissioners/Chief Commissioners by the AICEIA Branches/Circles, preferably in co-ordination with other Associations. Points should be sponsored for discussion in such meetings after careful consideration, and necessary follow-up too should be done on the various decisions/ assurances that are made/ given in the course of the meetings. 

As regards crucial issues, it is felt that we need not wait for JCM or any other forum to take them up before appropriate authorities. Such an instance came to light  in Mumbai recently. One of our offices at Dharavi was in a dilapidated condition, and posed serious risk of injury to personnel working there. This was pointed out specifically to the jurisdictional Commissioner by the AICEIA Mumbai Circle General Secretary Com Shishir K Agnihotri and President Com Chandra Bhushan during the course of a meeting. However, as usually happens, no action was taken on it. Ultimately an accident occurred - a portion of the roof of that building fell on an Inspector, and he suffered some serious injuries, which fortunately were not were not critical. Thereafter, the said office bearers of AICEIA Mumbai Circle  took up the matter strongly again with the jurisdictional Commissioner and  Chief Commissioner, who visited the spot, and necessary directions have since been issued for repairing the building forthwith. The point that is being sought to be made here is that we often have to work in hazardous conditions, sometimes facing threat to life and limb. We need to be proactive about this, and we must repeatedly submit written complaints regarding such conditions, and non-availability of essential amenities in our workplaces, not waiting for any mishap to happen.

CHARTER OF DEMANDS
1.       Furnish the Board’s proposal after the submission of the Federations/Associations on 25.01.2011 to CBEC, New Delhi and ensure obtaining Federations/Associations views and comments on the D.O.P&T’s decision on Board’s Proposal. Inclusion of all isolated cadres like Telecommunication wing, Marine wing and Chemical staffs whose restructuring is pending in the ongoing Restructuring of Cadres.
2.       A committee be constituted with the representatives of all Recognised Federations/Associations of Joint Action committee and the officials from the CBEC to finalise the ensuing Restructuring of the cadre of CBEC as was done in CBDT.
3.       No reduction/abolition of posts in any of the grade beloinging to Group ‘C’(non-ministerial), Group ‘C’(Ministerial) & Group ‘B’(Gazetted & Non-Gazetted) & Group ‘A’ officers taking into account the submissions made by different Associations consequent to the meeting held with the CBEC officials on 18.01.2011.
4.       Ensure at least 04(four) functional promotions in the service life across the cadre.
5.       One time relaxation for regularisation of the daily wagers/casual labours through the on going cadre restructuring.
6.       The vacancies that would crop up out of the cadre restructuring exercise should be filled up first by giving appointment to all the pending Compassionate appointment cases as one time measure, disregarding the cap of 5% of the Direct Recruit vacancies as provided in the relevant instructions.
7.       Prompt and adequate consideration and redressal of the proposals in respect of ongoing restructuring of cadres of the CBEC submitted by the respective Federations/Associations
8. Redefining the role of employees in conformity with the procedural changes of the department, deployment of all categories of Officers be made in an appropriate manner after imparting proper training.
9.       Restructuring of the cadres in consonance with the recommendation of the 6th CPC in Chapter 3.1.

Congrats and Best Wishes

Over the past some weeks three key office bearers of the AICEIA have been promoted - the Working President Shri N Venkatakrishnan, the Liaison Secretary Shri Shibaji Nayak, and Vice President (South) Shri B P K Reddy. Hearty Congratulations to all  three of them. The AICEIA records its appreciation and gratitude for the selfless service they rendered to this Association over so many years.We wish them success in their careers and all their future endeavours.
As was decided in the Bhubaneshwar CEC in August'12,  now  Com E Samy from Madurai is the Working President of the AICEIA.

ALL INDIA CENTRAL EXCISE INSPECTORS’ ASSOCIATION



In terms of Article 14 of the Constitution of the AICEIA, Notice is hereby issued for the 17th All India Convention of the AICEIA to be held at Patna, Bihar on the 16th and 17th of December 2012.

All units are required to send any fresh membership forms collected by them and current year’s (2012-13) DDO Certificates in respect of the members in their units to the Secretary General AICEIA, by Regd. Post by 15th November 2012. Any left out forms / certificates may be handed over at the Convention Venue.
All the Branches and Circles have to clear all their unpaid dues to the All India Association by 30th November 2012. All units must send their audited accounts by 15th November 2012  to enable  completion of  the AICEIA Accounts before the Convention.

JAC UPDATE & FEDERATION WITH SUPDT.ASSN.

The National Convention of the JAC (Joint Action Committee) of the Staff Associations in CBEC was held at Chennai on 08.10.2012. Representatives of Associations of Customs Ministerial, Customs Group C, Central Excise Inspectors, Central Excise & Service Tax Ministerial Officers, Telecom. and Central Excise Group C (Executive)  along with office bearers of the   Central Excise Superintendents’ Association  attended the meeting . The situation consequent to the agitation on 26th September, 2012 was reviewed, and it was decided to intensify our joint agitation programme by observing a Protest Week from 19.11.2012 to 23.11.2012 with all members of the participating Associations wearing black badges on all these days and holding demonstrations before the Zonal/ Commissionerate/Division offices during the lunch break.  On 23.11.2012 no work would be done after the protest meeting, i.e.  a “total pen down”  shall be observed  in the afternoon on  that day.
Secretary General of AICEIA was unanimously chosen to be the new Joint Convenor  of the JAC  from the Central Excise side since Com Kousik Roy, consequent to  his promotion as Superintendent,  expressed his desire to step down from that position.  
The Secretary General of the Superintendents’ Association and the President and Secretary General of Inspectors’ Association also had a  meeting over the AICEIA’s proposal to form a Federation of both the Associations. It has been agreed that during mid- December the same will be given a formal shape on mutually agreed terms.   In the interim the All India office bearers of both the Associations will work in co-ordination with each other to facilitate formation of the Federation and both the Secretaries General would act as Joint Convenors of the common forum till then.  It was also decided that the office bearers of both the associations at the field level would form a common platform for an easy synchronization and formation of a federation in December 2012.
Information on disposition of Inspectors in different Cadre Control Zones per their  length of service  has been received so far from Mumbai, Karnataka, Kerala and Lucknow only.  All other Circle/Unit Secretaries are requested once again to immediately furnish data for their respective Zones in the format appended to the blogpost dated   6th October 2012. It is clarified that the date of joining in the grade as Inspector is to be reckoned for calculating the numbers to be reflected in the Table.
