AICEIA JOINS 12.12.12 STRIKE

Office bearers of AICEIA have met Com.K K N Kutty, Secretary General of the Confederation of Central Government Employees and Workers, and pledged our participation and support  to the Confederations's call for Strike on 12.12.12 . The Charter of Demands includes several issues which have a direct and crucial bearing on the future of every single Central Government employee - Immediate constitution of 7th Pay Commission, Ensuring minimum five promotions to all employees in their normal career span, Withdrawal of the PRFDA Bill and the proposed  "reforms" in the Pension sector, which  snatches away the most beneficial service condition for us employees - Assured/Defined Pension - from not just the post 2004 entrants in Govt. Service, but also includes devious provisions to deprive all  existing employees from pension, lifting ban on filling vacancies and creation of new posts.....These are Demands which touch the very core of our being as public servants.




 Secretaries of all Circles/Branches of the AICEIA have already been advised to serve notice for the Strike to respective Chief Commissioners/ Commissioners following serving of notice to the Chairperson, CBEC by the Secretary General. If any Circle/Branch has not done so yet, please do so immediately. 






All office bearers and members  of AICEIA are requested to actively campaign for making the 12.12.12 Strike a resounding success. Remember Comrades, our position as Government Servants is precariously poised, and this Strike will, in the years to come, mark a decisive milestone in our lives - for better, or for worse - the moment has come for us to choose!

Ongoing Protest Week on Call of JAC -Savingrams to be sent

Comrades,
As our Protest Week draws to a close on Friday, we need to hold massive protest meetings during the lunch break  in Central Excise, Customs and Service Tax offices all over the country to register our deep anguish at the callous indifference shown to the  plight  of  the  Gr C and  Gr B personnel  by the CBEC  and the Government.  Our demands for  any improvement in service conditions and reasonable promotional prospects for all cadres are met with devious responses ranging from holding out threats to take   disciplinary action to promises never intended to be kept.
All Group C and Group B employees of the CBEC  are called upon by the  JAC to wear black badges and participate in Protest Meetings during the lunch break on Friday, 23.11.2012. Thereafter from all  the Protest Meeting  venues, savingrams must be sent, in separate envelopes, addressed to the Revenue Secretary, Govt. of India, and the Chairperson, CBEC, by Speed Post so that the extent of discontent brewing among us is appropriately  communicated.  Suggested  draft of the savingram is appended below.

Comrades,
The Protest Week being observed by the Joint Action Committee of Associations of Staff and Officers in the CBEC has evoked good response all across the country. Please maintain the tempo, and kindly do  not be misled by  motivated rumours being spread by detractors of the movement that the agitation has been called off,. We have received reports that in certain pockets, due to reasons like mourning following  the demise of Shri Bal Thackeray,  regional festivals, and also certain confusion deliberately spread  about  the JAC having withdrawn its call, the observance of the Programme has not been as spirited as in other parts of the country. Please do your best in the remaining days to make up for the lost time and ensure maximum participation. This struggle is one of attrition, and those who hold their morale high would succeed. We have already succeeded in waking up the CBEC to our concerns. With justice on our side, we are bound to achieve what we have set out to ...all we need to do is raise our voices in unison against the treatment meted out to us, and demand with all the might we can muster what is rightfully ours.

Please go all out to make the Protest Week Programme on the call of the Joint Action Committee  of Associations of Staff and Officers in the CBEC a massive success by wearing black badges and holding lunch hour protest meetings in every single Central Excise, Service Tax and Customs office across the length and breadth of this country.
AICEIA  salutes the spirit of solidarity shown by the different Service Associations in the CBEC and  renews  its commitment to nurture and strengthen the JAC as the common platform to collectively address the grievances of all Gr B and Gr C personnel of the CBEC.

Protest Programme from 19.11.2012 - JAC Update

The Joint Action Committee has called for observance of  a Protest Week from 19th to 23rd of November’12, in all offices of Central Excise, Customs and Service Tax across India and reports being received from all corners of the country indicate that preparations are on in full swing to make the programme a huge success.

Meanwhile the Central Excise Superintendents’ Association [AIACEGEO] has unilaterally announced on 16.11.2012 that it is withdrawing from this agitation. In the meeting at Chennai on 08.10.2012 the Superintendents’ Association and JAC had  chalked out the Agitation Programme with mutual understanding that the same would be conducted jointly, and since the Superintendents’ Association had certain reservations on a couple of Demands in the JAC Charter, they would have an independent Charter of Demands. All suggestions put forth by the Superintendents’ Association were accommodated in the JAC programme and correspondence, and co-operation in every possible manner was extended to them in our attempt to foster a spirit of unity and solidarity among all deprived cadres in the CBEC.  It is unfortunate that at the eleventh hour, without consulting the JAC or even informing any of us, the  Central Excise Superintendents’ Association has backtracked and called off the agitation. However it is heartening to note that some regional formations of the Superintendents’ Association have informed that they would be participating in the JAC programme.

Certain vested interests are spreading rumours  that the  JAC too has withdrawn the call to observe the Protest Week. Kindly lend no credence to these. After detailed consultations among constituents of the JAC, it is clarified that our agitation is on, and all Group B and Group C officers and staff of the CBEC [Executive and Ministerial, Gazetted and Non-Gazetted, from both the Customs and Excise sides] are exhorted to actively and whole heartedly participate in this Agitation Programme in overwhelming numbers to unequivocally convey to the Board and the Government that we will no longer continue to silently suffer the ignominies heaped on us.

AICEIA CIRCULAR 08/2012 dated 12.11.2012

It is informed once again that the Joint Action Committee (Joint Action Committee) of Associations of Staff and Officers in the Central Board of Excise and Customs has called for observance of a PROTEST WEEK from 19th to 23rd of November 2012 in support of our 9 point Charter of Demands. The programme of agitation is that during the Protest Week all members shall wear black badges, and protest meetings shall be held on each day during the lunch break. On 23rd November, after the protest meeting, i.e. in the afternoon, complete “pen-down” shall be observed.
It is hoped that notices in this respect must have already been given to the departmental heads. In case the same has not yet been done by any unit, it is requested that the AICEIA Circle/ Branch Secretaries may serve the Notice immediately to respective Chief Commissioners/ Commissioners. It is preferable that notices may be served jointly along with representatives of other constituents of the JAC. The Superintendents’ Association (All India Association of  Central Excise Gazetted Executive Officers) too, as per understanding reached with the JAC, have served notice for observing identical protest programme.  It is, therefore, suggested that the agitation be organized effectively all across the country in close co-ordination with all other Associations of  Staff and Officers.
In the wake of the successful agitation on the call of the JAC, CBEC has issued an Office Memorandum calling for brief notes on the Charter of Demands. However, no progress on the Cadre Restructuring front and other long-standing demands of ours is evident. So it  is all the more important that the PROTEST WEEK is observed with total participation across the length and breadth of this country to register the deep anguish of all Group B and Group C cadres of the CBEC at the grossly unjust and discriminatory treatment meted out to them by the Government.
On 23rd of November, from all the Protest Meeting venues  Savingrams should be sent to the Revenue Secretary, Govt. of India, and Chairperson CBEC, in separate envelopes, by Speed Post. Copy of notice served to the Revenue Secretary by the JAC, and a draft for the savingram along with Charter of Demands is enclosed.
It is requested that immediately after the Protest Week all AICEIA Circle/Branch Secretaries may send a report on the observance of the same in their respective formations. Reports may please be sent by e-mail at ajitkgbhilai@gmail.com and manojmythree@hotmail.com .

JAC CHARTER OF DEMANDS
1.       Furnish the Board’s proposal after the submission of the Federations/Associations on 25.01.2011 to CBEC, New Delhi and ensure obtaining Federations/Associations views and comments on the D.O.P&T’s decision on Board’s Proposal. Inclusion of all isolated cadres like Telecommunication wing, Marine wing and Chemical staffs whose restructuring is pending in the ongoing Restructuring of Cadres.
2.       A committee be constituted with the representatives of all Recognised Federations/Associations of Joint Action committee and the officials from the CBEC to finalise the ensuing Restructuring of the cadre of CBEC as was done in CBDT.
3.       No reduction/abolition of posts in any of the grade beloinging to Group ‘C’(non-ministerial), Group ‘C’(Ministerial) & Group ‘B’(Gazetted & Non-Gazetted) & Group ‘A’ officers taking into account the submissions made by different Associations consequent to the meeting held with the CBEC officials on 18.01.2011.
4.       Ensure at least 04(four) functional promotions in the service life across the cadre.
5.       One time relaxation for regularisation of the daily wagers/casual labours through the on going cadre restructuring.
6.       The vacancies that would crop up out of the cadre restructuring exercise should be filled up first by giving appointment to all the pending Compassionate appointment cases as one time measure, disregarding the cap of 5% of the Direct Recruit vacancies as provided in the relevant instructions.
7.       Prompt and adequate consideration and redressal of the proposals in respect of ongoing restructuring of cadres of the CBEC submitted by the respective Federations/Associations
8. Redefining the role of employees in conformity with the procedural changes of the department, deployment of all categories of Officers be made in an appropriate manner after imparting proper training.
9.       Restructuring of the cadres in consonance with the recommendation of the 6th CPC in Chapter 3.1.
