Inordinate delay in DPC

Subject: - Convening of DPC for promotion of Inspectors to the Grade of the Superintendent of Central Excise and protection of Seniority - Reg.
Sir,
       Please refer to our letters dated 28.10.2014, 07.11.2014 and 18.11.2014 under captioned subject, "Fixation of single unified date of promotion across all Cadre Controlling Zones - request reg".

          Your kind attention is invited on the fact that the DPC for promotion to the grade of Superintendent has not been convened in Central Excise & Service Tax, Chennai Zone and Mumbai Zone against the vacancies created due to promotion from the grade of the Superintendent, Central Excise to the grade of Assistant Commissioner, Central Excise & Customs vide Office Order No. 192/2014 dated 22.10.2014 issued by CBEC.  

         Sir, the inordinate delay in convening the DPC in Chennai Zone and Mumbai Zone has caused undue mental agony to several Inspectors of both zones.  It is established fact that the cadre of Inspector in Central Excise is the most stagnated cadre in any of the Central Government departments and delay in promotion affects moral of the cadre.        
   
        The DPC for the promotion of Inspector to the grade of the Superintendent has already been conducted in almost all the zones of Central Excise.  It is, therefore, requested to order:-

1.      the respective Cadre Controlling Authorities to conduct the DPC on priority basis and without further delay.
2.   to protect the seniority in the grade of the Superintendents, of those Inspectors, who have been badly affected due to these inordinate delays.

UPDATES FROM GUJARAT & MUMBAI

The undersigned alongwith the National Vice-President (Representing West Zone) started the interaction programme from Ahmedabad where a General Body Meeting was organized on December 6th, 2014. 

Com. Rananjay Pratap Singh & the undersigned thanked the members of Ahmedabad Unit for the respect & regard shown and pledged that the National Body shall work with its Ahmedabad Unit to achieve the desired goals. We apprised the members about the efforts being taken by the National Body for general welfare and reminded the members that the real power of any Association vests in its members and emphasized the need to broaden the base of the Association. We motivated the members for giving their best to the Department & to shun the selfish attitude so as to make the Association strong. We also emphasized the need to bring sincerity towards the accomplishment of common goals and to develop bonding amongst the members. We advised the Office-Bearers to develop a Blog/Website/FB page for Ahmedabad Unit for smooth dissemination of information and to bring in transparency in the working of the Association.

Since, the Chief Executives of the Association had got promotion as Superintendent, after due deliberation and discussion among the members present over there, the House unanimously formed an Interim Body as under:-

On this occasion, as a goodwill gesture Com Chetan Shah, Ex-President of Ahmedabad Unit handed over a Cheque of Rs. 41,000/- to the undersigned towards the Annual Subscription Fee for 2014-15, which will be adjusted once membership drive is completed. 

Thereafter, we left for Surat and participated in an interaction programme in the Commissionerate Building in the morning of 07th Dec, 2014 where Com Rajesh Meena, General Secretary of Surat Cluster welcomed us. The members of Surat Cluster seemed well conversant with the issues confronting the Cadre and the interaction programme was very successful there. Com Rajesh Meena intimated us that election schedule has been announced and expressed hope that very soon a vibrant Body shall come into effect. Recently, he has intimated that the election process has been completed and the members have unanimously formed the new Body as under:-

Having interacted with the members at Surat, we left for Vapi, the most southern part of Gujarat and attended another interaction programme in the Commissionerate Building in the evening of 07th Dec, 2014 where Com Uday Singh Meena, General Secretary of Vapi Unit welcomed us. Though the number of members was not very impressive, yet the interaction was fruitful one as new entrants also participated in the programme. We informed the members about the issues, which the national body is dealing with.  Discussions were also held regarding the ways to increase the membership and to make Vapi Unit more interactive.  The need and ways to spread information among members was also discussed.    Com Uday Singh Meena intimated us that very soon a new Body shall take the charge and assured us that in the forthcoming CEC, new body of Vapi Unit shall participate.  They assured full co-operation with the National Body.

At every place, we invited the members to share their experiences & grievances and to offer suitable suggestions for the general welfare of the members of the Association. In response to the same, the members expressed their grievances & also offered suggestions for the better working of the Association.

Thereafter, the undersigned left for Mumbai to interact with the members of Mumbai Circle. Due to lack of co-ordination and planning on the part of Organizing Secretary & Joint Secretary representing West Zone and lack of motivation among the remaining Office-Bearers of Mumbai Circle, no interaction programme could be held at Mumbai. However, the undersigned visited many offices to interact with the members at grass root level where it transpired that most of the members are not in touch with their local Office-Bearers and do not know about the activities of the Association.  It was found that one-man ship has destroyed the democratic structure and the reach of the Association in the Mumbai Circle.  Mumbai Circle lacks organizational discipline and needs urgent attention to revive the Association to serve the causes of the members.  Members also brought to the notice of the undersigned the apathy shown by the administration as well as the Office-Bearers towards the issues pertaining to the Cadre. As a gesture of goodwill, the undersigned also wrote a letter to the Chief Commissioner, Mumbai Zone and assured the members that in future, it will be ensured that the issues pertaining to the Cadre will duly taken care of.  

Last but not the least, the undersigned must thank Com Rananjay Pratap Singh for organizing and co-ordinating such wonderful interaction programmes throughout Gujarat and expects other National Office-Bearers to organize such activities at their respective Zones so as to strengthen organization at grass root level.
