Condolences

Our Advisor Com.Kousik Roy lost his father this morning. The demise happened in Kolkata following a brief illness. Com Kousik Roy had lost his mother too just a few months earlier.
AICEIA offers its deepest condolences to the bereaved family in this hour of grief.

NEED FOR AN EFFECTIVE GRIEVANCE REDRESSAL MECHANISM – AN EPISODE AT MUMBAI

Meetings under the Joint Consultative Machinery or Grievance Redressal Mechanism are being held in most Commissionerates.  It is suggested that  in those Zones/Commissionerates where such meeetings are not being held regularly, the matter may be taken up with the Commissioners/Chief Commissioners by the AICEIA Branches/Circles, preferably in co-ordination with other Associations. Points should be sponsored for discussion in such meetings after careful consideration, and necessary follow-up too should be done on the various decisions/ assurances that are made/ given in the course of the meetings. 

As regards crucial issues, it is felt that we need not wait for JCM or any other forum to take them up before appropriate authorities. Such an instance came to light  in Mumbai recently. One of our offices at Dharavi was in a dilapidated condition, and posed serious risk of injury to personnel working there. This was pointed out specifically to the jurisdictional Commissioner by the AICEIA Mumbai Circle General Secretary Com Shishir K Agnihotri and President Com Chandra Bhushan during the course of a meeting. However, as usually happens, no action was taken on it. Ultimately an accident occurred - a portion of the roof of that building fell on an Inspector, and he suffered some serious injuries, which fortunately were not were not critical. Thereafter, the said office bearers of AICEIA Mumbai Circle  took up the matter strongly again with the jurisdictional Commissioner and  Chief Commissioner, who visited the spot, and necessary directions have since been issued for repairing the building forthwith. The point that is being sought to be made here is that we often have to work in hazardous conditions, sometimes facing threat to life and limb. We need to be proactive about this, and we must repeatedly submit written complaints regarding such conditions, and non-availability of essential amenities in our workplaces, not waiting for any mishap to happen.

Recent JAC Communications

CHARTER OF DEMANDS
1.       Furnish the Board’s proposal after the submission of the Federations/Associations on 25.01.2011 to CBEC, New Delhi and ensure obtaining Federations/Associations views and comments on the D.O.P&T’s decision on Board’s Proposal. Inclusion of all isolated cadres like Telecommunication wing, Marine wing and Chemical staffs whose restructuring is pending in the ongoing Restructuring of Cadres.
2.       A committee be constituted with the representatives of all Recognised Federations/Associations of Joint Action committee and the officials from the CBEC to finalise the ensuing Restructuring of the cadre of CBEC as was done in CBDT.
3.       No reduction/abolition of posts in any of the grade beloinging to Group ‘C’(non-ministerial), Group ‘C’(Ministerial) & Group ‘B’(Gazetted & Non-Gazetted) & Group ‘A’ officers taking into account the submissions made by different Associations consequent to the meeting held with the CBEC officials on 18.01.2011.
4.       Ensure at least 04(four) functional promotions in the service life across the cadre.
5.       One time relaxation for regularisation of the daily wagers/casual labours through the on going cadre restructuring.
6.       The vacancies that would crop up out of the cadre restructuring exercise should be filled up first by giving appointment to all the pending Compassionate appointment cases as one time measure, disregarding the cap of 5% of the Direct Recruit vacancies as provided in the relevant instructions.
7.       Prompt and adequate consideration and redressal of the proposals in respect of ongoing restructuring of cadres of the CBEC submitted by the respective Federations/Associations
8. Redefining the role of employees in conformity with the procedural changes of the department, deployment of all categories of Officers be made in an appropriate manner after imparting proper training.
9.       Restructuring of the cadres in consonance with the recommendation of the 6th CPC in Chapter 3.1.

Congrats and Best Wishes

Over the past some weeks three key office bearers of the AICEIA have been promoted - the Working President Shri N Venkatakrishnan, the Liaison Secretary Shri Shibaji Nayak, and Vice President (South) Shri B P K Reddy. Hearty Congratulations to all  three of them. The AICEIA records its appreciation and gratitude for the selfless service they rendered to this Association over so many years.We wish them success in their careers and all their future endeavours.
As was decided in the Bhubaneshwar CEC in August'12,  now  Com E Samy from Madurai is the Working President of the AICEIA.

ALL INDIA CENTRAL EXCISE INSPECTORS’ ASSOCIATION



In terms of Article 14 of the Constitution of the AICEIA, Notice is hereby issued for the 17th All India Convention of the AICEIA to be held at Patna, Bihar on the 16th and 17th of December 2012.

All units are required to send any fresh membership forms collected by them and current year’s (2012-13) DDO Certificates in respect of the members in their units to the Secretary General AICEIA, by Regd. Post by 15th November 2012. Any left out forms / certificates may be handed over at the Convention Venue.
All the Branches and Circles have to clear all their unpaid dues to the All India Association by 30th November 2012. All units must send their audited accounts by 15th November 2012  to enable  completion of  the AICEIA Accounts before the Convention.

JAC UPDATE & FEDERATION WITH SUPDT.ASSN.

The National Convention of the JAC (Joint Action Committee) of the Staff Associations in CBEC was held at Chennai on 08.10.2012. Representatives of Associations of Customs Ministerial, Customs Group C, Central Excise Inspectors, Central Excise & Service Tax Ministerial Officers, Telecom. and Central Excise Group C (Executive)  along with office bearers of the   Central Excise Superintendents’ Association  attended the meeting . The situation consequent to the agitation on 26th September, 2012 was reviewed, and it was decided to intensify our joint agitation programme by observing a Protest Week from 19.11.2012 to 23.11.2012 with all members of the participating Associations wearing black badges on all these days and holding demonstrations before the Zonal/ Commissionerate/Division offices during the lunch break.  On 23.11.2012 no work would be done after the protest meeting, i.e.  a “total pen down”  shall be observed  in the afternoon on  that day.
Secretary General of AICEIA was unanimously chosen to be the new Joint Convenor  of the JAC  from the Central Excise side since Com Kousik Roy, consequent to  his promotion as Superintendent,  expressed his desire to step down from that position.  
The Secretary General of the Superintendents’ Association and the President and Secretary General of Inspectors’ Association also had a  meeting over the AICEIA’s proposal to form a Federation of both the Associations. It has been agreed that during mid- December the same will be given a formal shape on mutually agreed terms.   In the interim the All India office bearers of both the Associations will work in co-ordination with each other to facilitate formation of the Federation and both the Secretaries General would act as Joint Convenors of the common forum till then.  It was also decided that the office bearers of both the associations at the field level would form a common platform for an easy synchronization and formation of a federation in December 2012.
Information on disposition of Inspectors in different Cadre Control Zones per their  length of service  has been received so far from Mumbai, Karnataka, Kerala and Lucknow only.  All other Circle/Unit Secretaries are requested once again to immediately furnish data for their respective Zones in the format appended to the blogpost dated   6th October 2012. It is clarified that the date of joining in the grade as Inspector is to be reckoned for calculating the numbers to be reflected in the Table.

Information needed urgently

All Circle Secretaries of the AICEIA are requested to immediately refer to the  respective updated Seniority Lists and compile the information required to fill in the table below.Please send the same at e mail ids : ajitkgbhilai@gmail.com and manojmythree@hotmail.com. As already informed in post dated 05.10.12, the same is required to be furnished to the CBEC urgently following the representation regarding upgradation of Inspectors made by the AICEIA under letter dated 04.10.2010. All national office- bearers are also requested to coordinate with the Circle/ Unit Secretaries concerned to compile this data quickly and correctly.
