CIRCULAR- 08/10

President Com.Arun Zachariah, Secretary General Kousik Roy and Off. Sec. Com.A. Satish recently paid a visit to hyderabad especially at the back drop of lack of communication from leaders of different branch associations of Andhra Pradesh.
On this occasion a general body as well as circle committee meeting was convened by COM. Vigneshwar Raju, the meeting started as scheduled. Maximum members including present office bearers of elected body as well as previous body of AICEIA Hyderabad Branch attended the meeting. P.Vigneshwar Raju started the meeting and explained the circumstances in which the meeting was convened; reservation for the appointment of COM. VIGNESHWAR RAJU as Hyderabad Branch Secretary was raised by the office bearers, it was discussed that the All India Leadership attended the meeting without informing the Branch Representatives, for which Secretary General explained that the General Secretary and the office bearers had apparently joined another Association; though the Association subscription was being collected under the Name of AICEIA but no account of it is forthcoming; the DDO certificate were not forwarded to the All India. In these circumstances it was quite obvious AICEIA required leadership and COM. VIGNESHWAR RAJU emerged as one of the person who fought for the right cause amidst many odds. Healthy discussions took place between the hyderabad members and All India leadership regarding organisational matters. The national leaders have appreciated the work done by com. P.Vigneshwar Raju for the last one year and expressed that, without the single handed commendable efforts this, meeting would not have taken place and appreciated members for attending the meeting against all odds.

The following decisions were taken unanimously by all the members.

1. Making of baseless complaint to DGV against Vigneshwar Raju was unanimously condemned by all members.

2. The members also unanimously denied the support of hyderabad branch with other organisation as claimed by some individual time to time.

3. All those members whose names were figuring on the letter head of 'icestea' have openly declared that, before their names were published on the letter head they were not consulted by any body and their names were used without their consent. They have also declared that they have no connection with 'icestea' floated by a group of individuals.


4. All the members and office bearers present unanimously declared that they are members of ' AICEIA'.


5. The members also unanimously decided to go ahead with the annual convention to be held on 19.11.2010 at hotel Ashoka with the approval of AICEIA top leadership subject to the condition that the first point in agenda will not be taken up as it is already decided as at sl.no.4.

6. The members unanimously invited the all India leaders of AICEIA to the forth coming convention on 19.11.2010 to which they have responded positively and further stated that formal invitation letter will be forwarded to the ALL INDIA leadership.

7. It is also resolved that all the members of Hyderabad Branch are united and shall not give any scope for disintegration of unity.

The President, Secretary General and Office Secretary has addressed the gathering. Regarding the ongoing cadre restructuring then it was clarified as follows:

1. That the file has come back to HRM for re-drafting for rectifying the objections of IFU. From HRM the file will be routed back in a very short while.

2. If every thing goes well, as proposed the problem of stagnation will be addressed at once and every direct inspector is likely to get minimum three promotions in the cadre .The meeting ended with a vote of thanks given by Sri B.P.K. Reddy, The All India leadership lauds the proactive role taken by Com. B.P.K. Reddy for bringing the meeting to a meaningful completion.

ABOUT THE AP CIRCLE MEETING


A circle meeting of AICEIA A.P. was also conducted as scheduled in presence of All India leaders.


The delegates from Vizag Branch have raised the folowing issues:
1.proper implementation of zonal transfer policy.

2.abolition of control room duties.

3.CGHS facility at vizag.

4.credit facility during hospitalisation.

Com. Raghunandan from tirupathi has raised the following issues:

1.payment of 20% of hra on par with state government employees at tirupathi.
2. Allotment of separate fund to tirupathi commissionerate.
3. Proper medical reimbursement facility.

4. Abolition of control room duties.

5. Providing of welfare measures to members.

6. Providing of residential quarters at tirupathi.


The All India leaders have assured to extend their support to the local issues and advised the members to take up with the concerned Commissioners and Chief Commissioners with the assistance of local Association. They have also assured to take up issues concerning all India implication like abolition of control room duties, CGHS facilities etc.once again, though these issues are already taken up with board.

P.Vigneshwar Raju, B.P.K.Reddy & C.C.Gopi has also assured to take up the local issues with the concerned chief commissioners and to maintain unified organizational approach through out the state.On 28th October Office Bearers meeting held in Chennai a few Circle and Branch Secretaries also attended the meeting the meeting resolved the following points:

  1. In reference to the letter issued by Board F.No. B 12017/10/2010-Ad-IVA dated 15.10.2010 it was decided to request each and every Branch and circle Secretary, those who are collecting subscription in the name of AICEIA to deposit the same to the All India Account and to send the DDO certificates forthwith.
  2. Association shall take up the notional fixation issue as one of its primary agenda and shall move forward along with the other organizations of the Revenue Department. All the leaders were requested to explore the issue through M.P’s; the meeting appreciated the commendable effort ofChennai Circle and specially Coimbatoor Branch in this regard.

3. Before Joint Action committee meeting in Kolkata, Association should have a meeting with the Customs Preventive Service Federation and should take a united stand in a meeting of Joint committee of action.
4. Association shall launch its protest along with other service Associations only when some common agenda are fixed and their should not be any tumbling effect of the issues.

Meeting with Customs Preventive Service federation:

On 29th October AICEIA leadership addressed a general Body meeting at Chennai. In the evening had a meeting with Customs Preventive Service Federation and it was decided that:

  1. Both the Associations are not in favour of sending the entire proposal of restructuring in to trash.
  2. The associations were agreed to send a joint representation to the Board and Revenue Secretary stating that unless the ratio for promotion to the grade of Assistant Commissioner is corrected new vacancies shouid not be filled up.
  3. Customs Preventive Service federation agreed to respond to the right causes in future and shall participate in the Meeting of J.C.A in Kolkata.
  4. For Notional Fixation CPSF agreed to go for any agitation as and when called for.
  5. The meeting felt it necessary to have a permanent joint committee of action in CBEC.

DEMANDS

1. Finalisation of the proposals of on going restructuring of cadres only after proper consultation (to be minuted) with respective Federations regard to cadre specific demand collectively and separately with cadre Associations/Federations.

2. A committee may be constituted with the representatives from the each Recognised Federations/Associations and the officials from the CBEC to finalise the ensuing Restructuring of the Cadre of CBEC as done in CBDT (copy enclosed).

3. No reduction/abolition of posts in any of the grade belonging to Group ‘D’, Group’C’ & Group ‘B’ (Gazetted & Non-Gazetted).

4. Ensure atleast three promotions in the service life across the cadre.

5. One time relaxation for regularization of the daily wagers/casual labours through the on going cadre restructuring.

6. The vacancies that would crop up out of the cadre restructuring exercise should be first filled up by giving appointment to all the pending Compassionate cases as one time measure, disregarding the cap of 5 % of the Direct Recruit vacancies as provided in the relevant instructions.

7. Prompt and adequate consideration and redressal of the proposals submitted by the respective Federations/Associations in respect of ongoing restructuring of cadres of the CBEC.

8. Redefining of roles of employees in keeping with the procedural changes and deployment in an appropriate manner to all categories of Officers after proper training.

9. Restructuring of the cadres in consonance with the recommendation of the 6th CPC in chapter 3.1.

The meeting decided to go on an agitation programme of Mass Dharna in New Delhi on 24th & 25th November 2010 jointly if the above demands are not settled immediately.

what will be the action of this federation. Same Ministry Same Department. Atleast act now. demand the same type of benefit atleast, as not able to get new things. YOu can also go through the agenda of Anamoly committee and the points put forth by ITEF and AICEIA. Hou rediculous ours, it can be seen and confirmed
