OFFICE MEMORANDUM.

Subject: Meeting of the Departmental Anomaly Committee of the Ministry of Finance to be taken by Additional Secretary *(Revenue) on 23.11.2010 at 11.00AM in room No. 72 North Block, New Delhi.

The undersigned is directed to state that meeting of the Departmental Anomaly Committee of the Ministry of Fiannce, consisting of representatives of the Official side and the Staff Side will be held under the Chairmanship of Shri K. Jose Cyriac Additional Secretary (Revenue) on 23.11.2010 at 11.00 AM in Room No. 72 North Block, New Delhi.

The Committee shall discuss to settle anomalies if aby arising out of the implementation of the Sixth Pay Commission’s recommendation in terms of the conditions laid down in the Department of Personnel and Training/s O.M. dated 12.01.2009 (copy enclosed). A copy of the O.M. No. 7/5/2009-Coord. Dated 4th March, 2010 indicating composition of the Committee is enclosed. As regards to agenda for the meeting, items sent by Shri K.K.N. Kutty, Leader Staff Side only shall be taken up for discussion (copy enclosed)

Members of Anomaly Committee (Official and Staff Side) are requested to kindly attend the meeting on scheduled date and time. The representatives of recognized associations, concerned with the agenda are also requested to attend the above meeting with each association represented by not more than 2 members except Income tax Employees Federation who may attend with not more than 5 members.

Dear all,

This is the first great news,for the members of this association, who were all waiting for some update from the Office bearers. However, I am apprehensive of the reaction of the members (very demanding) to this post. I am also a bit surprised at the fact that the matter of a Joint Action Committee having taken place at Kolkatta on the 31st is not made known, when this association had been a part of the same.

I expect that the office bearers will come out with some more details. awaiting eagerly for such an update.

Dear Comrade,

We send herewith a the statement(in two pages) in two pages being the tentative an allocation proposal of mobile and landline facilities provided to each charge by the CBDT from out of the Infrastructure and office expenses funds. The present scheme will replace the entire landline communication system we have in our offices. As per the new scheme approved by the Finance Minister, the mobile phone facilities extended to the officers and employees by the service provider BSNL will be department specific and the expenses would be borne by the Department to certain permissible extent. The figures in the statement are the provisional requirement worked out by the Committee on the basis of the information provided by the Chief Commissioners of Income Tax (CCA). The orders after obtaining approval from the Chairman is to be issued today. As and when the copy of official order is received the same will be published on our website

The Secretariat of ITEF takes this opportunity to convey our congratulations to all our members who participated in various agitational programmes launched in the past 2-3 years in pursuance of this demand. We also express our thanks to all our Circle leaderships for conveying the efforts undertaken by us in this regard to the members who were obviously impatient over the inordinate delay on the part of the Board in acceding to the legitimate aspirations of the employees and the anger over continued discrimination in the utilization of the infrastructure fund, provided by the Government as a reward for the good work done by the employees and officers of the Department in collection of taxes.

This is the great achievement by the Union in the same DEpartment of REvenue.

We should not feel just convening of a meeting itself is a great news.

But this is the plight of our cadre.

DONT ALWAYS BE PESSIMISTIC
IN OUR BOARD, THE ASSOCIAITON IS SPLIT AMONG VARIOUS CADRES. WE HAVE CONFLICT OF INTEREST BETWEEN VARIOUS WINGS OF EXECUTIVES LIKE PREVENTIVE OFFICERS/EXAMINERS/ C.EX.INSPECTORS. FURTHER,WE ARE ALSO SPLIT WITH OTHER CADRE SPECIFIC ASSOCIAITONS. WHEREAS IN INCOMETAX DEPT THEY HAVE UNITED ASSN. THEY DONT HAVE SUCH CONFLICTING CADRES. VIEWING EVERYTHING NEGATIVELY WILL NOT LEAD US TO ANY WHERE. BUT CONSTRUCTIVE CRITICISM IS WELCOME,

Dear all,

I had earlier written about the formation of a Joint Action Committee and the meeting of the heads of the respective associations in Kolkatta on the 31st October, and had reqeusted the Leaders of this Association also to come out with their side of the story. However, it has not been responded to so far, whereas the ministerial association, has put up a resolution supposed to have been passed in the said meeting, for which the President of AICEIA, is a signatory. kindly see the resolution from their blog on www.aiccemof.blogspot.com.

Can we then assume that the JAC is indeed happening? or is it a mirage? If the Leaders have participated in the JAC, according to me the same should be made known to all. It need not be kept as a secret. I also consider that Non-dissemination of timely information leads to chaos and confusion among members and not only that it creates a negative feeling among them, whereas the Association would require their support and unity.

Hope this request would be considered.. If not the same could well be deleted.
