Update of the 7th October 2009 Meeting

The meeting convened by the Joint Secretary (Per), Dept. of Expenditure turned out to be a delaying tactic. The Expenditure intimated that they require more time to analyse the issue vis-a-vis the demands from other cadres and they wants to take a holistic view of the matter and after that it would be placed before the finance minister. We pressed for fixing a time frame but the expenditure was non-committal. After this meeting, we had an informal meeting with ITEF and Customs Preventive Federation and decided to seek a joint meeting with the Revenue Secretary. In the mean time we would start campaigning for strike and decide on it after the meeting with Revenue Secretary. Detailed circular follows.

This is quite disgusting and disappointing. Why can't they understand the feeling of a cadre that has been let down? Let us join our hands for a strike nation wide, without sparing any formations. In the mean time we can also approach the Hon'ble FM through Revenue Secretary, who atleast is not averse to us.

The issue at any cost need to be brought into the notice of the Hon'ble Finance who may give a patient hearing. If possible Telegam compain to Hon'ble Prime Ministers'Office need to be resorted into. This is an idiotic attitude of ridiculing and letting down of an entire elite Cadre by the Expenditure Department and the people playing behind is Secretariate Service

Good Fight,but This is quite disgusting and disappointing. what i think a organised combind meeting with ITEF and all agenda to be brought into the notice of the Hon'ble Finance andHon'ble Prime Ministers'Office who may give a patient hearing. Then we will go nationwide strike.

The DOPT always thinks that we are in more numbers and for giveing any benifi they think so many times- this is our weakness.
Since we are in more in numbers we must show our strength show them what we can do. Come on let us unite and fight

New recruit insp wants only the job get done. How a geeral can win a war with demoralised soldiers. most of us has minimum thirty years of service, how'll this affect us and productivity anyone can guess. Certainly demoralising, disgusting, not at all a good sign. Comrades rights are snatched, not begged.

I think we had given more than the necessary time for the expenditure department to decide. So they think that we will only beg for our demands and not take any steps to snatch our rights.

Moreover the people who are going to put up our files relating to our pay matters are trying to play in this game and mingle their grade pay issue and gain profit out of it. They know that they cannot fight independently as there is only one cadre of their service in the bunched scales of pay. Their issue needs to be dealt separately and solved. But in ours the point is clear that the lower cadre and the promotional post have same grade pay. (Such anamoly cannot be cited in various other departments where bunching of pay has been implemented.)
Others are trying to reap the benefits by forcing a strike on us.
We have waited for more than a year to gain our genuine rights.
Hence the one and final solution for our problem is a vigorous strike action to establish the dignity of the inspectors cadre (not only viewing it as a pay related issue of the post 2006 inspectors issue.)
I hope that the entire cadre of inspectors of revenue department will accept my view and let us all fight for our genuine rights.

If inspectors are deprived of the GP of 4600 then what is the benefit of being promoted from Senior Tax Assistant to Inspector. I hope senior IAS officers sitting in the Ministry of Finance on various capacities might show some sagacity on this issue. But one thing is clear that we people have to struggle hard in coming days for our genuine rights.

Secretary and JS (pers.), Dept. of Expenditure will never agree with our demand unless we move to all india strike. It has been more than one year since the 6th CPC implemented but the anamoly is still alive. It is quite true that we have given much more time to review our demands. Now it is high time to go on all india strike to snatch our right.

it is injustice, in other deptt (6500-10,000) pay scale got 4800 gp for example indian audit and accounts deptt.

Blame it on CPC, otherwise they could have straight away recommended the higher GP to us. It is not a matter of money only, it is a matter of status, in comparison you are treates as primaty school teacher. Really demoralising. Arun dont trust these babus, they are adopting dilly dallying. Go for direct action.

Oh, very very sad news. Procastination is the thief of time. How foolish our cadre and how the Deptt. of Expenditure is exploiting our low grade of thirst. Although the employees in same scale of 6500-200-10500 in other deptt. are getting 4800 grade pay, in case of ourselves we are getting only 4200 and trying for getting 4600. Howmuch low our thinking and satiety and how cleverly the Deptt. of Expenditure and teh 6th CPC are playing with our mindset. If u want to catch the moon u should try to catch the sun first. It is our fault, we think about getting only 4600, if we fight for 4800 then they will grant us 4600 very easily without any further delay.

It is known that 24 files from 17 ministries pertaining to the upgradation of grade pay from 4200 to 4600/4800 are lying in the chamber of Director (IC), Dept. of Expenditure.

who will join Inspector; if a primary teacher is getting the same pay it will be favourable for a person to do BED and get posted in his/her state instead of qualyfying an all india exam and getting posted in far flung regions of the country.if the department can't give us the gp of 4600 is taking from us the work of inspectoe; why it is not demoting us to STA.

It seems Revenue Secretary is having two faces.
One face speak sweet things to us while the other face spoke against us to the Expenditure.
They'll understand ONLY when we go for STRIKE.

Hi one correction to Mr.Pankaj. The primary teacher need not be a graduate its 10+2 and one year primary teacher certificate course. They also have the privilege to stay close to home. You made a mistake my entering the university and appearing the SSC exam.

If the Revenue Secretary is so serious to resolve this issue, why can't he convince the Expenditure Deptt probably JS(pers) & Dir.(IC) who are subordinate to him? I don't see any meaning in having another meeting. We have done enough on our part, the ball is in their court now. They have to accept or reject it.

STRIKE is the only options left.
Those Inspectors who are posted in Zones like Delhi,Shillong, Mumbai etc should speak to their leaders and make necessary mobilisation so as to make the pending/imminent STRKE a grand sucess.
The issue of GP is not only for AICEIA and its affiliates, but it's for all. There may be ideological differences between AICEIA and others,but as far as GP is concerned we ought to stand UNITED. Otherwise, the Expenditure Dept. will never accept our legitimate demands and will continue playing with us.
So, Delhi, Mumbai and Shillong, it's time to wake up. Now, it's a question of DIGNITY for the Inspectors of Revenue Dept.

Ab bahut ho chuka. Now this is not only a matter of Grade Pay, it has become on our dignity. They've already consumed more time than needed. Let us unite n go for a vigorous STRIKE. This is the only step left. Talk with d ITEF n propose an undefinite strike. We all r with u...
