CIRCULAR- 02/12
Dear Comrades,
    As you are aware, the Central Executive Committee Meeting of the AICEIA  held at Hyderabad on 27th and 28th of January, 2012. We thankfully appreciate the effort taken by the Hyderabad Branch for materializing the dream of our Association to conduct an All India Meeting in the first techno-city of India.
 2.      In the inaugural ceremony of the Meeting  Shri. Asaduddin Owaisi,MP was the Chief Guest. Chief Commissioner(HZ) Shri.S.B.Singh was the Guest of Honour and special invitees were Commissioners Shri.P.N.Rao,  Hyderabad-II, Shri.Ashok, Hyderabad III and  Shri.G.V.Krishna Rao, Hyderabad IV.  Shri.V.Nageshwar Rao, General Secretary, Confederation of Central Government Employees and Workers, Andhra Pradesh, Shri.Kousik Roy, Secretary General and Shri.K.P.Mano, President were also felicitated.  Shri.B.Vijaya Bhaskar Reddy, General Secretary, Supdts’. Association, Shri.B.L.N.Varma, President of Hyderabad Branch of the AICEIA, Shri. K.Mahesh Raj, General Secretary of SC/ST Associaiton, Shri.B.BabuRao, President of Group-D Association and Shri.Samdhani  Khan of Group-C Association were also present.  Shri Arun Zacharia former President of the AICEIA was also invited in the as special guest.  Shri.B.P.K.Reddy, All India Vice-President and the General Secretary of the Hyderabad Branch of AICEIA and his committee was very active and receptive of the entire meeting, right from the receipt of delegates.
3.       Presidential award winners Shri Sridev Kumar, Supdt, Shri.SubbaRao, Inspector and   Smt. Jayalaxmi Inspector  were also felicitated on the occasion. In his brief speech Shri.V.Nageshwar Rao mentioned about the various achievements of Confederation and the recent achievement on the increment for all those who have joined during February to June before 01.01.2006. He requested the CEC to take positive approach towards the general strike called for 28.2.2012.
4.       The Secretary General & President of the AICEIA mentioned about various pending issues that have not yet resolved due to the lack of positive approach from the DOP&T & Expenditure.  They further sought the co-operation of the Hon’ble MP to settle the genuine problems faced by the cadre.  It was brought to light that in spite of helpful approach from the Finance Minister a few burning issues are yet to be resolved due to bureaucratic hurdles.
5.       In his  return speech, Janab Barrister Asaduddin Owaisi, Hon’ble MP from Hyderabad promised all support and even to lead a delegation comprising AICEIA leaders during the ensuing Budget session of Parliament to the Hon’ble Finance Minister and even to the Hon’ble Prime Minister of India, with an eye to resolve all the pending issues. He advised the gathering not to forget the inner strength of an organisation which is always powerful.
   
6.       In the closed session 63 delegates from 29 units attended the meeting and participated in the deliberations. It was resolved that the All India Association shall start its organizational action programme from 2nd February 2012 wherever possible and in the whole of this country from 8th of February 2012on the following agenda:
  • Minimum fixation after correction of Grade pay from Rs. 4200/- to Rs. 4600/- should be implemented forthwith.
  • Clarifications on the Inter Commissionerate transfer as requested by the association should be issued immediately.
  • Implementation of Judgment dt.17.1.2012 of the CAT Bombay Bench for notional fixation of revised pay scale from 01.01.1996.
  • To resolve the ratio issue for promotion to the grade of Assistant Commissioner.
  • PFRDA bill should be scrapped and all possible help to the working classes organisation would be initiated for this.
  • Inspectors of 2002 batch should be promoted in this restructuring across the country.
  • Base cadre seniority to be taken as the criteria for the promotions to Gr.A posts in the CBEC.
  • Regional disparities in the grade of Inspector to Superintendent promotion should be wiped off in the ensuing cadre restructuring.
  • Superintendent’s grade pay should start from 5400/- grade pay.
  • All vacancies in the Inspector grade should be filled up immediately.

7.       Further, following important decisions have also been taken in the meeting:
  • A case for relief on the lines of ITGOA would be filed at CAT Bombay, Bench on the notional fixation issue wef 1.1.1996.  AICEIA Joint Secretary, Shri.Sanjay Srinivasan would take lead for the same.
  • Shri.B.P.K.Reddy, AICEIA Vice-President to take lead and to form a platform at yderHyderabad to discuss the early implementation of CAT Judgment dated 17.1.2012 with all affected Associations in CBDT and CBEC.
  • All Branch/Circle level elections would be on par with the All India Constitution.
  • To demand all India seniority of Inspectors since 2004 to address the issues of Inspectors who are recruited based on an all India rank-list.
  • A five member Committee consisting of President, Working-President, Secretary General, Assistant Secretary General & Liason Secretary has been formed in order to redraft the present  Constitution of the Association.
  • AICEIA shall participate in the All India Strike call given by the Steering committee of Central and State government Workers on 28th February 2012 on the following agenda:

ü  No contractorisation of work of permanent/perennial nature and payment of wages  and  benefits to the contract workers  at  the same rate as available to the regular workers of the Industry/establishment.
ü   Amendment   of  Minimum   Wages   Act   to   ensure   universal  coverage irrespective of the schedules and fixation of statutory minimum wage at
ü  not less than Rs 10,000/-.                                
ü  Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
ü  Assured Pension for all. Scrap PFRDA bill, reintroduce pension and provident fund for all those who have joined after 01.01.2004.
ü  Enhance interest rate on G.P.F immediately.
ü  Merge 50% D.A. with Pay Band and announce next Pay Commission.
ü  Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 67 and 96.

8.       It is a welcome note that the AICEIA Mumbai Circle has returned to the fold of AICEIA and participated actively in the CEC meeting.  The President commended the proceedings with regard to the positive attitude of the delegates and observance of punctuality and urged the delegates to fondly remember the efforts of former leaders of the association.   The Assistant SG Shri.Ajit.K.G. proposed vote of thanks. 
9.       AICEIA office bearers shall participate in the meeting of the Joint Action Committee of the Associations in C.B.E.C on 9th February, 2012 at New Delhi and further action programme would be intimated after the meeting of the JAC.

Good effort. But one thing. When our IT counterparts got Rs 13,860/- (7,450/- X 1.86) consequent to G.P of Rs. 4,600/- why we are demanding minimum pay of Rs. 12,540/-

I also regquest Mr Roy to take up this matter for Rs 13860 instead of Rs. 12540.
