We are not updating our blog regularly as we are yet to achieve new goal, Association is pursuing each and every single case like 1) Notional fixation from 01.01.1996 without arrears ( we have no objection in the other guy's demand of 01.01.1986 if it is achievable), 2) Removal of stagnation, 3) additional increment for all who ever have joined before 01.07. 2006, 3) removal of Rs. 5400/- grade pay in two different pay bands, 4) rectification of anomaly caused by MACP, 5) rummaging allowance, 6) daily allowance to all inspectors and many other issues but amongst them the first four issues are prime by merit.
For the first point we are struggling to achieve it from long back , in the past two years we met several ministers inclusive of finance minister on this issue, which have yielded no result that is well known to you.
Recently we met MOS Revenue and Superintendent Association met several ministers and secretaries on this issue. Recently we tried to contact Superintendent Association in Delhi and requested to organise a joint meeting along with Income-Tax and Customs organisations, we assured that our association is regularly contacting with other associations in CBEC inclusive of the Association of Narcotics, so, if The All India Association of superintendents of Central Excise is ready to convene a meeting we will be able to bring all the other Associations of Revenue Department so that a joint action programme could be chalked out, we are still awaiting a positive reply from the superintendent Association who are very busy in pursuing this issue in front of different VVIPs. Persuation without any action may not and can not yield any result.
For the Second point it is gathered that the proposal for creation of no. of class-I officers is nearly halved by our Board, we shall try to confirm it in our next visit to HRM, here also our association feels that action is very much necessary, we know that our leadership is not always ready to take up action on the plea that members are not willing!!!! But our experience says that it is our office bearers who are the key people to convince our members about the seriousness of the issue. Finally any action without the active participation of the Superintendent Association may not be successful.

Good going. Always united we stand. If all the associations of Revenue department are joined together, one can achieve un thinkable.

i dont think superintendent association will have any problem in joining hands for such a common purpose....

Yes, it is confirmed from reliable sources that the Board has accepted creation of only about 1670 odd AC post instead of the 3000+ demanded by the various associations in the Cadre Restruction. And this 1670 post includes the GST requirement.

So there goes for a toss one of the demands of the Supdt/Inspr Associations.

This development is not surprising. The Inspr/Supdts have been at the receiving end and treated shabbily by the board all throughout. This trend continues.

In-fighting and dis-unity among the Inspr and Supdt Associations has resulted in this first casualty in the hopes of the cadre which was expecting some positive benefits in the proposed restructuring.

Even the Supdt association is to be blamed. What was the need for one of their office bearers to write to the ministry demanding that the CBEC be headed by a IAS officer instead of an IRS officer?

This was an antagonising move and definitely did not go well with the CBEC. So the cutting of AC post was a collateral damage. This is why sensible people are needed to head the associations.

Now if the Supdt association is planning some sort of agitation and also expecting those due for promotion to not accept the same, it will be a stupid thing to hope for. Because in this dept promotions are hard to come. So those lucky ones who are hoping to be in the list of 1670, will definitely not refuse the promotion. And why should they?

End result, take the peanuts thrown and live like downtrodden people.

I hope the Inspectors Associations act independently. Please do not expect any support from the Supdt Association. They have their own agendas and they will not disclose the complete truth to anyone. We should not come to a stage where they will finally manage somethng for themselves and the inspectors will be left high and dry.

So all inspectors and the Inspector Associations: be independent and act independently as a united group.

The demand for notional fixation without arrears that too from 1.1.1996 is suicidal. Based on the arguments contained in the judgment of CAT, Cuttack we can still seek legal remedy from the High Court. We should also find out whether there are any similar cases pending before other CATs or High Court. We may not be able to strike work due to practical problems. But once in a week on a specified day, we can observe hunger fast during office hours and continue to do regular office work. We will do only the work assigned legally. we will refuse to wear uniform as the Central Information Commissioner had categorically stated that there are no written guidelines or instructions for compelling the officers to be in uniform (please see the website www.supasskar.in for details. We will refuse to orally discuss or brief official points to the senior officers. We will confine ourselves to notes in the file. We will not write the adjudication orders for the adjudicating authorities as ghost writers. We will not write false log book for the comfort of the senior officers. We will not go to the residence of the senior officers. We will refuse to do protocol work in any manner. We will give wide publicity of the injustice meted out to our cadre and expose the darker side of the Department. We will not participate in any of the functions organised by the Department, including the Excise Day. We will pull out from the various bodies such as Recreation Club, Welfare Associations etc.
All the above methods of agitation would be result oriented in the long run and at the same time, the Department cannot initiate disciplinary proceedings. Without determination and a bit of sacrifice, we cannot win the freedom from the IRS rulers in the Board, who are no better than the British.

The message put out is going to show that whatever the associations (all the Associations) proposes or asks is not even looked into by the IRS community.. They have an agenda for their welfare and they use the names of these associations to fulfill them..

Many of these so called IRS Officers even do not know what is the grade pay for the sub-ordinate Officers after how many years an Officer gets his promotion. How can we expect them to look into our problems if they even do not know these basic things.

Look at the Income Tax Officers Association(WWW.ITEF.BLOGSPOT.COM)..
They are all under one group and they are able to put pressure.. They declare in their strike notice that we will not participate in search and seizure oprations, as the last resort.. Before that they organise so many other forms of protest. Why not the Officers in our department take it up that way.. a step by step protest. Make it known to everyone..

One gets the impression that all the members expect that the Office bearers alone can put pressure (by meeting Offices and Ministers and VVIPs)... Sadly that is not true.. Unless the total strengh is shown to the bosses, they wont listen/budge..

So,why is that the Association is not looking at that aspect.. organising mass protest programmes and make them succesful.. Rest will automatically fall in place.. And you can come to know how many members are really eager and willing to take part.. One can also then watch out those who write comments sitting in the comfort of Office without doing anything whatsoever..

Will this be taken seriously..

if we are asking for some thing veru genuine and desired since long and pending since long due to injustice, why should we fear for anything.. let it be clear.. a fight is a fight .. and you can not win unless you have conqured your fears..

The associations are working in vaccum. they should involve each and evry inspectors in this movement. they should mobilise each unit and circulate papers to each member and encourage them to rise for the common cause. for achieving the targets, some kind of protest programmes are necessary and to in order to success of such protest/ demand programmes participation of each officers is necesary. the role of the associations are very important. they have to mobilise our cadre in a most effective and participative manner. only then we can acheive, what we are demanding..

Day before yesterday, our Finance Minister,while While addressing the Income Tax Annual Conference, observed that a satisfied work force is the backbone and strength of an organization. He had also spoken on improving satisfaction levels and minimise 'unwarranted service litigation with our own employees. when compared to CBDT, CBEC is nothing in terms of Human Resources Development. Let us see what he is going to deliver in the Central Excise Annual conference to be held next week. It is the right opportunity at this juncture for the Associations to give wide publicity in the media to project the inefficient methods of Human Resources Development followed by CBEC so that it will invite the attention of the Finance Minister immediately.

We should immediately start our agitation with simple hunger fast on a specified working day during office hours without striking work. As a mark of protest we will wear black badges.Wide publicity should be given in the media to make that known to the Public, which will throw the CBEC in poor light. Association should chalk out this programme and execute it with cooperation from all the Executive officers (Inspectors as well as Superintendents). I am very confident that this agitation in a simple way would certainly create an impact and demonstrate our determination.

The future is bleak for the direct recruit inspectors. We should be willing to bear our own cross. The Income Tax associations have gained only through sustained action and sacrifice. If you strike you can only loose your pay, not your life. Then what are we afraid of?

There is no need for pessimism. We can immediately launch our agitation. Strike will result in failure as we cannot get unanimous support from our own cadre. We can start with hunger fast once in a week (say Wednesday) during office hours without striking work. The Association should mobilise support of the cadres and media.
