UPDATE

Comrades,

Another meeting with JS (Per) fixed for 7th of October 2009 to resolve the grade pay issue, we got this impression that initiative for the meeting has been taken by our Board and Secretary ( Revenue), CBDT is also participating in the meeting, hope we shall get a better result after 7th OCT 09. However, we would like to request our office bearers to start campaign for a probable Strike action.

All The Best. Hope the Grade Pay Issue and Notional Fixation of Pay will be granted as Diwali Gift by the Government. I hope the association will step up the pressure on the Board and Expenditure Department.

Great job and highly commendable efforts by AICEIA.
If the GP issue is settled according to our demand, the credit will go to only AICEIA.
It's hope that the cadres are kept informed by updating the website.

all our demands are genuine ones and pending decision for long by the ministry and the board let us hope that atleast in the coming meeting some concrete steps are evolved towards settlement of all our problems

Hope, this time the issue of grade pay will be resolved. But we the new recruit Inspectors who joined after 01.01.2006 will not be benefitted if the upgradation is not effective from 01.01.2006. If the upgradation is effective from 01.01.2006, then only our entry level pay will be refixed as per section II of Part A of Rule 8 of CCS (RP)Rules 2008 i.e. at Rs.17140/- [12540 (pay) + 4600 (GP)]. At present our pay has been fixed at 5000*1.86 + 4200 = 13500/- only as a result of the merger. That is why most our STA who had drawn less pay than us prior to the implementation of 6 CPC,now, are drawing more pay than us. This is humiliation. So mere prospective upgradation to the GP of 4600 will not benefit us. So the upgradation must be effective from 01.01.2006 so that our pay may be refixed (as on joining) as per section II of Part A of Rule 8 of CCS (RP)Rules 2008. So,it is requested to our esteemed leadership that these points should be taken care of before taking the final decision at the meeting to be held on 7th Oct'09. Best wishes.

Atleast you have a association but in case of isolated posting which are degraded to 4200 inspite of scope for upgradation. The organization denied that this is a anomaly as no senior is affected. now the next shocked is the 60% arrears which is a palatary 14000 is also withheld till further orders. The constitutional provision of equality is burried by the pay commission and the Dept of expenditure. By making unrest by defining differnet starting salary for the same cadre. the worst part is even posts earlier in 5500 are moved to 4600 grade pay and the posts of even 6500 are degraded to 4200 i don't know what parity that had brought in the sectors. Worst of all the recruitment rules are to be changed after the recruitment. funny!!!

best to the office bearers. Hoewever, the other cadres like superinendents and ministerial staff ( like AOs/DOSs) which are equally been deprived of their due should be roped in to join our agitation and for this advance planning is must.

This is a world of scarcity. No scarce thing can be got without struggle and strife as the history is witness. Why do the Class A officers like IAS/IPS./IRS andso on required promotions every three/four years. where is the principles of equality and justice gone when the subordinate cadres come and why time bound promotions are denied to our cadres and others of our ilk.

We should be ready for sacrifice for nothing is possible without it.

The efforts of AICEIA is commendable . but we have heard(from some of the association members) that even if the GP of Rs. 4600 is accepted no arrears in this respect would be paid . association should look into this matter as it would mean a big loss to those who have joined after 01.01.2006

It would be very unfair for those who joined on or after 01.01.06 if the GP upgradation is not accepted retrospectively wef 01.01.06.
Dear leaders, please take this very seriously when you sit for the meeting.

In this matter,there is no question of before or after 01-01-2006.
After some modifications,the 6th CPC Report has been accepted by the Govt. of India w.e.f 01-01-2006 and accordingly Gazette Notification has been made.
So,who the hell is the Dept. of Expenditure to alter the Govt.'s Order at their will ?

In the meeting held on 23/07/2009, the Expenditure Authorities conceded that it is not possible to merge the cadres of STA and Inspector due to functional distinction.Therefore, it is to be expected that they will bargain hard in the meeting with JS (Per) fixed for 7th of October 2009(tomorrow)on the following two proposals:
a) Prospective upgradation of grade pay of Rs 4600/-, and/or
b) Retrospective upgradation of the same i.e., w.e.f. 01/01/2006, without payment of Arrears.
Acceptance of any of these two probable proposals would mean the defeat of the very collective cause of the Inspectors fraternity. Again, accepting the first point would mean absolute injustice to those who joined after 01/01/2006 and will create a Division Line between the pre & post 01/01/2006 Inspector cadres for posterity. This is probably what the Expenditure Dept would want us to be - DIVIDED.
Neither of these probable conditions are to be accepted in tomorrow's meeting. All the best.

GRADE Pay for Inspectors.

"Today we had a meeting on the above subject with the JS(Per). The issue has not been settled. . Contrary to the decision taken by the Revenue Secretary earlier to the effect that the issue will be separately considered and appropriate decision taken, the Expenditure Department has now proposed to consider this along with all other similar issues and demands. In view of this development, the Sectt. Meeting which is slated for 11th might be constrained to revive the decision to organize strike action in the winter session of the Parliament. "

This is highly humiliating for the Inspectors in our department as they are already badly suffering due to heavy stagnation and right now after impletation of VI CPC they have been demoted to the grade of TAs. How can we work in this scene when we are all along crushed even after, realizing huge revenue for our country, which is regularly increasing even after global recession? This flashes a biased approach of Govt. towards the Inspectors working under Deptt. of Revenue. Should not we go on strike? Our office bearers should take decision immediately at this point of time...........

Blunders in the 6pc

merger of 5000,5500,6500 (diff of Rs.1000)
having two scales 7450,7500 (diff of 50Rs.)
split 8000 grade into two pay bands
split 12000 grade into pay bands

i have no idea about other blunders

The stand of Expenditure Deptt. can't be justified at all. This delaying tactic is just to buy time so that we may be complacent in our course of action. Dear friends, we should not succumb to this tactic. Let us vigorously pursue our legitimate demands in the form of collective strike action in whatever means we can...

Please update about yesterday's meeting in aicea's view.
I feel that the procrastination for giving a vague or a negative reply is just to make us tired, divided and weaken our action.
Please give a detailed and concrete plan (along with the inspectors of CBDT also) of the strike action early. All of us shall fight with unity.

strike is the only option left to us; we should combine with income tax inspectors, prevetntive officer etc and go on indefinite strike till our demands are met. strike should not be delayed. ikt is our genuine right; how can we be given pay of sta's and anticipated to do work of inspectors

Yes. Indefinite strike together with Income Tax and Customs is the only way out to regain our pay and dignity.
