A meeting was convened by Member(P) at his chamber at 16.00 hours on 17th of September 2009 to discuss about certain points raised by the Inspector's association.. The meeting was attended by Arun Zachariah, Kousik Roy and Sanjay Singh from association From the official side apartfrom Member(P), D.S.AD-IIA (C.B.E.C.), Under Secretary AD-IIA (C.B.E.C.),D.S.AD-IVA (C.B.E.C.) were present in the meeting. . It was informed to the associAtions that the Department of Expenditure like to have yet another talk with the association within a short while....... detail follows......

Unless we unite and agitate we will not get any desired result. I think the Government is taking our agitation very seriously and that is why they have number of talks with our esteemed Association. So, if we continue our agitation like one day token fast/strike, we may attract the Govt's attention. Let us all unite and get our grievances redressed.

Notional fixation of Pay has to be done from the year of 1996 in the revised scale. otherwise this elevation would have only a partial benefit. In respect of aggrieved ACP granted inspectors (grade pay of Rs.4600 instead of Rs. 4800) they may ask for a reasoned order from their AO/AC and appeals may be preferred. An ACP granted by Cadre Commissioner cannot be nullified by the PAO unless cadre Commissoner modifies the old order. Also after the introduction of MACP, officers granted ACP between the period from 01.01.06 to 31.08.08 can also get the fixation of ACP from 01.01.06 itself and not from the date of ACP(Para 6.1 option to be exercised) and get arrears. Granting/Denial of arrears may be informed to the email id arjunvijayakanth.2009@rediffmail.com

one solution 4600............
I can't think below this and beyond this. No other solution is acceptable to us. We are ready to take any hard step including indefinite strike. We all are stand by our esteemed organization.........Expenditure ministry is not taking this seriously but still Hopeful for the early solution.

GP of 4600 was the recommendation of the 6th CPC and accepted by the Govt.
It's difficult to understand why the Deptt. of Expenditure is adopting delaying tactics in giving our legitimate right.
I think, the only option available is to go for a STRIKE.

My dear kaosik,
our leaders again and again meating our board official and expendture offcial.but they are not takeing seriously.thay take time why i should not go to indefinite strike.

On comparison of Inspector scale position in V as well as in VI pay Commission, if no promotion is received is as under:



V : VI

6500 : 4200 7500 after 12 years 4800 gp:
after10 years 7450 or 4600 gp:
8000 after 24 years 5400 gp: after 20 years 7500 or4800 gp:
after 30 years xxxx : after 30 years 8000 or 5400 gp

Now kindly see the difference, while for getting 5400 gp it took only 24 years in V pay Commission, now it takes 30 years for getting the same gp of 5400 in VI pay commission. What the VI pay commission has done for Inspector cadre ? are we losers or gainers. why cant we fight on these lines. I think only the solution is to go to court we get justice. why should they tell that we are given three promotions/ up gradations in 30 years. Is it not a BETRAYAL BY GOVT.

Another issue is that , since the cbec has issued clarification that as on 1.1.2006 those supdts etc. sho have completed 4 years of regular service should be given 5400 gp. In pay commn resolution it is clear that "group B officers in the scale of 7500" now they have relaxed 7500 and say that that from the date of supdt. this is only to misguide the cadre. Once it is said that group B officers, why should they ignore Inspectors.

Kindly think to take drastic action.

Is any other particular measure which can be taken to get our genuine demands, I feel heads of our department are not taking us so seriously. I think, instead of begging to the dept of expenditure, we should act other way, why cann't the entire cadre go to the court.

Dont know why the association is taking so long to update the details of the discussion. In the of incometax they have been promised a decision within a month and here we are just going on attending one meeting after the other without any similar assurance or definite action. the Board want the cutting edge officers to do the work and be the scapegoat in case of any lapses but when it comes to the issue of pay or time bound promotion, the Board acts as if we dont exist. Why dont the assn. take a definite stand?

I think we are nearing a solution at least in the matter of 4600. Dawn is about to near. Never have the Board or Minisry thought of meeting our Association at such frequent intervals. It is just a mind game they are up to. (We all know these politicians and bereaucrats dont we).We should be united and continue to show our strength and unity in every way we can.Never loose heart and never give up. Perseverance will be rewarded.Long live the association.

circular dt 16.9.09 issued by cbec, on the lines of cbdt cir, clarifying that those superintendents who hv completed 4 years as superintendent on 1.1.2006 wud get the gp of 5400/- on 1.1.2006 and not from apr 2008 as wrongly interpreted earlier.
so at least some sense prevailed in cbec, may b due to the agitation.

Pleas refer the previous comment. In the letter of CBDT it was not stated that the ACP inspectors are not eligible for Rs.5400/- GP, but our Board took one step ahead in their letter dt 16/09/09 by specifically mentioning that ACP inspectors are not eligible for Rs.5400/- GP which shows their apathy to the cadre of Inspectors.

it is not our board but DOPT who clarified the subject, Board only communicated the subject.
