MEETING CONVENED BY REVENUE SECRETARY on 23-07-2009 AT KALPABRIKHA, NORTH BLOCK

The President,Working President,Secretary General and Liaison Secretary attended the meeting convened by the Revenue Secretary on 23.07.2009. There were representatives from the ITEF, ITGOA, Customs Preventive Federation and Customs Ministerial Federation. Additional Revenue Secretary, Joint Secretary (P), Dept. Of Expenditure, Director, Implementation Cell, Joint Secretary, Admn, (CBEC), JS (Admn) (CBDT) and DS AD II A were in the official side.

The Revenue Secretary informed that the meeting was called to resolve the grade pay issues of Inspectors who seek an upgradation to the grade pay of Rs. 4600/-. As regards the pay issue of DOS & AO, he stated that it would be looked into later. He told the meeting that the Inspectors have started a lunch hour demonstration, which may lead to a strike, and he wanted to avoid that. He wanted to find a solution to the problem faced by the cutting edge level officers. The officials from the Expenditure Department indicated their reservation on the subject. The Revenue Secretary as well as the other officials in the Revenue Department clearly stated that the post of Inspector and Senior Tax Assistant cannot be merged due to functional considerations. Revenue Secretary repeatedly mentioned about his concern about the agitation programme already taken up by the Inspectors of CBDT and CBEC. He finally requested the Expenditure Department to resolve the issue in two weeks and asked to convene a meeting in the 1st week of August for this purpose.

On 24th we had meeting with Sec. Gen.. of ITEF and Secy Genel. of Confederation at Ayakar Bhawan, Kolkata at 6.30 in the evening. In the meeting ITEF expressed that they are not confident in resolving the issue and that they intended to go for a strike on 09.09.2009 and requested us to join in the agitation.

We have already announced our agitation program and we would continue with it. If the issue remains unresolved despite the intervention of the Revenue Secretary we may have to think of intensified course of action; now our request is that the agitation programme should continue till our demands are resolved.

Good work comrades, keep it up. We should implement our agitation programme strictly and ready to take hard steps like strike, if the demand is not fulfilled within the time limit prescribed by the association.

This will benefit the Inspectors who joined after 01.01.2006....
We are getting Rs.4000 to Rs.5000 less then than our batchmates who joined merely 1-2 days before us..

Dear Kousik ji,
We at Ludhiana Commissionerate today on 29.07.09 organised a massive demonstration infront of the Commissioner's office.Sh.Virender Singh Thakur especially came from Amritsarto boost motivate the cadre.It was also felt that we need to involve our Customs brethern ,particularly posted at ICDs,CFSs,Baggage stations etc. to budge the Govt at the earliest.

We, the inspectors at Daman & Vapi Commissionerates are holding strong demonstarations on every wednesday during lunch hours. The comrades from all other Commissionerates are also reuested to post about their demonstrations to boost the moral and cofidence of other similarly demonstrating officers. ALL ARE REQUESTED TO KEEP UP THE DEMONSTRATION CONTINUED TILL WE ACHIEVE OUR GOALS.

Dear Comrades,
Attention is invited to the Noti. 28 issued yesterday giving the Non Functional grade of GP 8700 in PB-4, to the senior officers, pending the decisions of courts as mentioned in the notification itself. This shows the attitude with which the problems of the inspector cadre and that of the higher officers are being treated at the higher level. So it is requested to strengthen the Association and remain united to get our legitimate rights.

Thanks. Pl carry on your agitation and if possible, intensify it. Our ITEF is simply doing nothing for the Grade Pay issue. Hope your fight will help Income tax Inspectors too. Kindy keep us updated about the progress.

The President of India is pleased to grant the Non-Functional Selection Grade (NFSG) in the Pay Band-4 with Grade Pay of Rs.8,700/- [corresponding to pre-revised pay scale of Rs.14,300-18,300] to the following officers of IRS(C&CE) in Junior Administrative Grade in the Central Board of Excise & Customs, on ad-hoc basis, with immediate effect and until further orders:

Annexed hereto is a brief note on the objections raised by us, which has not been addressed by the Directorate.



Neither on infrastructure fund nor on Grade Pay settlement has been brought about. The Secretary (Revenue) despite supporting our genuine concern on Grade Pay has not been able to make the Department of Expenditure to see reason.



The issue was brought before the members of the Secretariat immediately on the receipt of the fresh notification from the Directorate. It is the considered view of the members of the Secretariat that the decision taken at the CWC on agitational programme should be immediately carried out. Accordingly it has been decided to organize a walk out of 18th August, 2009 from 12.00 Noon onwards. The letter we have addressed to Com.Rajesh Menon, Secretary General, ITGOA which is self explanatory is enclosed. We hop to receive a positive response from him and the Central JCA will send in its communication as and when ITGOA decides upon joining in the programme.



Our letter to Chairman intimating of the programme will go after receipt of the intimation from ITGOA. We request you to take necessary steps to implement this programme on 18th August, 2009 in right earnest jointly or if need be independently. On walking out on 18th August hold demonstrations in front of all offices and the following telegram/savingram/fax sent to the Chairman, CBDT., North Block, Central Secretariat, New Delhi-110 001 and to the Secretary (Revenue), Govt. of India, Ministry of Finance, North Block, Central Secretariat, New Delhi -110 001.

Kindly refer to the discussions at the Central JCA meeting held on 18th July, 2009. We had a detailed discussion with DG(Admn) on examination matters thereafter. However, no satisfactory settlement could be brought about. The DI(IT) has now issued notification for the conduct of the examination.



We had consultation amongst our Secretariat members after the Notification was issued. Our Secretariat is of the opinion that we should carry out our decision to organize walk out on 18th August, 12009 in the circumstance. We are of the view that the said walk out must commence at 12.00 Noon for the rest of the day. This is what I conveyed to you over phone.



As it was decided that all programmes of actions are to be under the auspices of the JCA, I shall be grateful for your response in the matter as we are to convey this decision to the field formations immediately. As and when you take decision in the matter, we may issue the circular letter on behalf of the JCA.

At the same time persuasive action has to be continued until we achieve the upgradation.I think this the time to act.
