Notice of Confederation

Notice is hereby given for a meeting of the National Executive of the Confederation on Ist April, 2009 at Manishinath Bhawan, A/2/95 Rajouri Garden, New Delhi. 110 027. The meeting will commence at 02.30 PM. The agenda for the meeting is as under:



(a) To consider the resolution on the task and approach of the Central Government employees at the ensuing general election.

(b) Consideration of the anomaly items to be placed at the National Council.

(b) Any other matter with the permission of the Chair.

Its really sad that most of the deptt have given either 4600 or 4800 grade pay to the employees getting 6500 as pre-revised scale while Central excise and Custom Board is still disappointing its employees. Any ways it shall come in positive mood sooner or later. Kaam bhi to karwana hai..

Point (b)
What a amomoly with inspector of central excise. grade pay of Rs. 5400 was denied to the acp recipient inspectors. So what is the use of giving Grade pay of 5400 when no body will get this. Point is that an inspector of central excise is getting promoted to superintendent in almost 18 years (as in kolkata) and after 4 years as superintendent he will be eligible for 5400. However, by virtue of 2nd ACP in 20 years he will get grade pay of Rs. 5400. So no pint of issuing a vague order that ACP recepient inspector will not get grade pay of rs. 5400/-
Further, if we compare the inspector of central excise with inspector of customs (PO), (not to talk about examiners who are as good as IRS), 1992 batch of customs PO got promoted in 2002 and they are not only sr. superintendent but getting grade pay of Rs. 5400 by virtue of 4 yaers clause where as inspector of central excise of the same batch has not yet been promoted and hence their grade pay of rs. 5400 is dalayed by 8 yaers in comapison to PO. The basic right as given in the constitution of India is denied to the inspector of central excise in all respect.

I am attaching a study made by one of our colleague which can be made use of by our association office bearers.

Differentiation of Department of Revenue staff on comparison to other equivalent staff of Government of India.

There is a anomaly in the pay of Superintendent o Customs & Central Excise in the 6th Pay Commission report revised by the cabinet committee.
On comparison of pay band awarded to Superintendent of Customs & Central Excise with
1. Section officer /PS/equivalent of Staff in the secretariat.
2. Assistant Nursing Superintendent, Deputy Nursing Superintendent and nursing Superintendent of Nursing and para medical staff.
3. Post Graduate Teacher, Vice Principal of Teachers.
4. Audit / Accounts officer of Organised Accounts Cadres.
5. Master Gazetted in military Schools of Ministry of defence, Department of defence.
6. Section Officer (excluded) of Ministry of finance Department of Economic affairs.
7. Entry Grade in DANICS DANIPS, Pondicherry Civil service and Pondicherry Police Service.
8. Senior divisional Accounts officer in Indian Audit Accounts Department.

On Careful examination of pay band of awarded to Superintendent of Customs & Central Excise with the aforementioned eight cadres there is a step motherly treatment in fixing pay band to Superintendent of Customs & Central Excise. The details are as below.
1. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Section officer /PS/equivalent of Staff in the secretariat.
Section officer /PS/equivalent of Staff in the secretariat had present scale of 6500-10500. This has been revised to 7500-12000 and to 8000-13500 after completion of our years and has been given PB-3 Band with grade pay o 5400.Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.


2. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Assistant Nursing Superintendent, Deputy Nursing Superintendent and nursing Superintendent of Nursing and para medical staff.
Assistant Nursing Superintendent, Deputy Nursing Superintendent and nursing Superintendent of Nursing and para medical staff were placed in present scale of 6500-10500, 7500-12000 and 8000-15200. The scale have been revised to 8000-13500, 8000-13500 and 10000-15200 with pay band of PB-3 and grade pay of 5400, 5400 and 6600 respectively. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.

3. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Post Graduate Teacher, Vice Principal of Teachers.
Post Graduate Teacher, Vice Principal of Teachers cadre had present pay scale of Grade II 7500-12000, Grade I 8000-13500 have been revised to 8000-13500 and 10000-15200 respectively. They have been placed in PB-3 band with grade pay of 5400 and 6600 respectively. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.

4. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Senior Audit / Accounts officer o Organised Accounts Cadres.
Audit / Accounts officer of Organised Accounts Cadres who were in the present scale of 7500-12000 have been placed in PB-2 band with grade pay of 5400. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.


5. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Master Gazetted in military Schools of Ministry of defence, Department of defence.
Master Gazetted in military Schools of Ministry of defence, Department of defence who were in the initial pay scale of 7500-12000 have been revised pay scale o 8000-13500 & have been awarded PB-3 Pay band with grade pay of 5400. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.

6. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Section Officer (excluded) of Ministry of finance Department of Economic affairs.
Section Officer (excluded) o Ministry of finance Department of Economic affairs who were in the initial pay scale of 7450-11500 has been revised to 7500-12000 & to 8000-13500 after completion of 4 years with pay band of PB-2 & PB-3 with grade pay of 4600 and 5400 respectively. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.

7. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Entry Grade in DANICS DANIPS, Pondicherry Civil service and Pondicherry Police Service.
Entry Grade in DANICS DANIPS, Pondicherry Civil service and Pondicherry Police Service who were in the initial pay scale of 6500-10500, the pay has been revised to the pay scale of 7500-12000 and to 8000-13500 after completion of 4 years. They have been awarded pay band of PB-2 and PB=3 with grade pay of 4800 and 5400 respectively. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.

8. Comparison of pay band awarded to Superintendent of Customs & Central Excise with Senior divisional Accounts officer in Indian Audit Accounts Department.
Senior divisional Accounts officer in Indian Audit Accounts Department who were in the initial pay scale of 7500-12000, the pay scale has been revised to 8000-13500. They have been awarded the pay band of PB-3 with grade pay of 5400. Where as Superintendent of Customs & Central Excise who were in the present pay scale of 7500-12000 has been placed in the revised band of 7500-12000 with pay band PB2 with grade pay of 4800 and revised pay scale of 8000-13500 with a pay band o PB-2 and grade pay of 5400 after completion of 4 years.
Thus it can be seen that there is a clear cut step motherly treatment of Superintendent of Customs & Central Excise. There is a time limit of four years for revision to the scale of 8000-13500, but the same time limit is not admissible to
1. Assistant Nursing Superintendent, Deputy Nursing Superintendent and nursing Superintendent of Nursing and para medical staff,
2. Post Graduate Teacher, Vice Principal of Teachers.
3. Senior Audit / Accounts officer of Organised Accounts Cadres.
4. Master Gazetted in military Schools of Ministry of defence, Department of defence.
5. Senior divisional Accounts officer in Indian Audit Accounts Department.
There is a time limit of 4 years in respect of
1. Section officer /PS/equivalent of Staff in the secretariat.
2. Entry Grade in DANICS DANIPS, Pondicherry Civil service and Pondicherry Police Service.
3. Section Officer (excluded) of Ministry of finance Department of Economic affairs.

But, these cadres have been placed in the pay band of PB-3 and not PB-2 as in the case of Superintendent of Customs & Central Excise.

Also the Superintendent of Customs & Central Excise has been allotted the pay scale of 7500-12000 very recently with the acceptance of pay of 6500-10500 to Inspector of Customs & Central Excise on par with the inspector of CBI. Thus the Superintendent of Customs & Central Excise with the pay scale of 7500-12000 and who have completed 4 years as on 01,01,2006 is NIL. If there are one the are the one who has got their second ACP. As a matter of fact these officers have to be placed in Pay band of PB-3 15600-39100 with a grade pay of 5400 since the next level of promotion from Superintendent of Customs & Central Excise will be only Assistant Commissioner of Customs which is Group ‘A’ Service. CBEC is a peculiar department where the next promotion opportunity for Inspector is Superintendent of Customs & Central Excise and that for Superintendent of Customs & Central Excise is Assistant Commissioner.

The time of award of pay scale of 7500-12000 to Superintendent of Customs & Central Excise has not at all been considered neither by sixth pay commission and nor by the review committee. They have not given proper attention to the pay revision of Superintendent of Customs & Central Excise.
In the present system the number of Inspector available are very less, because of this peculiar problem the Superintendent of Customs & Central Excise has to work both as basic worker and also as a supervisory officer.

I request all the officers to go deep in to the matter & the Association people to directly refer the matter for redressal at ANAMOLY COMMITTEE.

All most every deptt. has given 4600 or 4800 grade pay to 6500 (Pre-revised) basic pay, then why this step motherly treatment with this deptt. Needs some extra effort. Good step by the association. Best of luck..

Any progress on the developments that were posted in this site on 09.03.2008. Why is the site not updated with the latest information. Is there really any progress or the issues has been put on hold due to elections?
