Delhi Visit

The office bearers visited New Delhi between 16th and 19th March and met Chairman, Member (P&V) and Addl. DG (HRM). The Association expressed their apprehensions on the ongoing re-structuring as we were left high and dry in the last round of restructuring. We were told that the proposals submitted by the association has been taken note off and many of the suggestions made therein are well taken. We were also informed that they are planning for a substantial increase in the number of posts in the Superintendent and Assistant Commissioner level. We apprised them of the need to do away with the regional disparity in promotion, revising t he ratio of promotion to the level of Assistant Commissioner prior to the restructuring and the reduce the DR quota in IRS to 25% as is in the case of Indian Postal Service. We also requested a formal consultation with the association before the finalization of the restructuring.

Apart from restructuring we also brought to their notice other pending issues like lifting of ban on Inter Commissionerate Transfer, fixation of pay, convening of JCM/minuted meeting at the Board’s level.

During the course of these discussion we were told that the Board is engaging the Additional Solicitor General in the case before the Calcutta High Court wherein DPC’s are stayed.

Issues on regional disparity should be treated as a major one because this will also bind all the employees morally and in one common interest towards all other issues of the well being of central excise community.

i saw one of income tax circular that includes parents dependency as one of the ground for ict transfer.as my father is no more and my mother is under depression and getting treatment.my two younger brothers are studying and i am the only bread earner for my family.as i am posted at trichy, tamilnadu as excise inspector and my family is in haryana.i m unable to perform my responsibilities.so want to take help from you if you can.if it is possible to have a circular for our department also.we are also from the sister department of that and they already have a transfer policy after 3 years.i cant stay here for whole of my life and sometimes i think of quitting of this job.one of my friend from bihar has already left the job.need some cooperation from our organisation and seniors who r now only our last resort to go back to our native places.thanks

i agree with Mr. sunil that the all india transfer should be allowed in the situation of need. Further one more thing to add is that the inspector of Central Excise recruited after 2005 through Staff Selection Commissioner are haveing All india senirity therefore there transfer to their native place will not cause any litigation for which department has faced undue hardship and raise the blanket ban on all india transfer in 2003. therefor it may be putforth that the atleast inspectors having all india seniority may be excluded from the scope of the circular creating ban for all inda transferand transfer may be allowed.

Is there any hope that in cadre restructuring the lifting of ict ban in cbec? Please do some thing to lift the ict ban.
