UPDATE

In continuation of the meeting chaired by the Secretary (Revenue) on 23.07.2009, a meeting was called by the JS (Per) of Expenditure Ministry. The President and SG attended the meeting. Representatives of the ITEF and Customs Preventive Federation also attended. In the course of the meeting, the Expenditure Authorities conceded that it is not possible to merge the cadres of STA and Inspector due to functional distinction. However they were not ready to commit on the upgradation to Rs. 4600/- and instead they suggested some alternate measures like 2-3- 4 additional increments/ higher start in the pay band/ putting 80% of Inspectors in Rs. 4600/- and the rest in Rs. 4200/- who will move to Rs. 4600/- after 4 years/ clarification that promotion from STA to Inspector would entail FR 22 fixations. We categorically stated that none of the suggestions would solve the problem faces by the cadre. They even suggested that all the Inspectors presently on the rolls can be granted Rs. 4600/- and the subsequent entrant would be in Rs. 4200/- . When we stood to our stand the meeting was prorogued by the JS (P) stating that they would report to the RS and after that the decision would be communicated.

Met the US IFU to pursue the representation against the Dy Controller of Accounts letter regarding Grade Pay on receipt of ACP under the 99 scheme. We breifed him and requested to expedite the matter.

Met Member (P&V) and registered our protest in permitting ICT on spouse joining ground on without loss of seniority principle and expending the order to promotional posts also. The Member agreed to have a relook.

However, we shall continue our agitation program till we receive a positive communication from the Government.

6500 * 1.86 is the mandatory
5000 * 1.86 will not suffice

ofcourse when there is no difference in GP then cannot be treated as different cadre

Expenditure ministry is talking rubbish. they agree that it not possible to merge the cadre of STA with Inspector due to functional distinction but they are not ready to give Grade pay of 4600 as recommended by the 6PC. They are using dilatory techniques. How can they grant 4600 grade pay to inspectors on roll and 4200 to new entrant. This issue effect the existence of entire inspector cadre, already on roll and future entrants. This is all nonsense. I think we should implement agitation programme aggressively and go on strike on 09.09.2009 with Customs and Income tax comrades.

Dear Koushik Roy, The whole cadre is despirately following your persuance for the betterment of the service conditions of our collegues. It appears that the meeting of 24th August was fixed by the JS(per) very casually without grasping the genuineness of our demands, but just to defer and delay the agitation programme. The top guns are not ready to give serious ear to our legitimate and genuine demands. In the circumsatances, we are not left with any other option then to offer our mass concern for the cause. The whole cadre commends your brave efforts and serious persuance. The whole cadre is at your back and call and eagerly waiting for your words. During our discussion with our colleagues, it has been noticed that magnitude of frustration is increasing multifolds and all are seriously ready to strengthen your arms. Jai Hind !

Welldone ! Mr. President and Mr. SG.
All the options proposed by the Expenditure Dept. are not acceptable.It's good that finally the functional difference between Inspector and STA has been realised and understood by the Expenditure Dept. - they've improved their ENGLISH and are now in a position to decipher the language of the 6th CPC Report after 12 months.
It seems that the the Bosses in Revenue Dept. are not serious enough, if they've put some pressures on the Expenditure, the problem(s) could've been solved easily and long before.
So,let's get ready and intensify our agitations. We are fully behind you.

Comrades would be happy to note that two Inspectors from Madurai Commissionerate have filed a Writ in Chennai High Court, Madurai Branch in this regard. I hope the comrades from Madurai Commissionerate will elaborate the developments.

Congrats to Kaushik, Arun and others who worked really hard..
It is really a positive development that Expenditure has admitted that there is functional difference between STA and Inspector.
All the other blabbering like increment, 80-20 etc may for forcing our hand.
It is really good that you have you have stood your ground..Keep it up.
Get the official minutes of this meeting..We may require it..

At last the expenditure department officials have accepted that they were acting like sleeping till now. This is the first step for our success.
So they should also accept that our demands are reasonable.

Are subsequent entrants as inspectors of central excise departments cursed to be forced this disparity of being given a lower grade pay?
All the suggestions given are only eye washes to defer or smoothen our agitation program like showing empty closed hands to a crying child and convincing that it's a gift.

It is the point of good news that at last the expenditure deptt have understood the diference between Senior TA and Inspectors but the solution is not acceptable so we continue our agitation till the goals

It's good that finally the functional difference between Inspector and STA has been realised and understood by the Expenditure Dept. Then what stops them to upgrade the pay on the basis of pay commission norms. I think expenditure ministry is working hard to degrade the post of Inpsectors by all means. I think we should implement agitation programme aggressively until we achieve our goal.

My Dear Kaushikji,The point that is sorely missed by one and all is that when the "malady" is noticed the only "solution" provided in the 6CPC is the upgradation of the "promotee posts" to the next Grade Pay. Neither the Govt. nor the Staff side have the option to explore other solutions. As functional disparity has been accepted the only option is 4600/- for Inspectors.

Mr. LTU is very correct.
By upgrading the GP to 4600,all the anomalies will be solved.
Let's hope for the best.
And, Mr. Amit, what is the need of talking about the Assistants of CCS at this juncture ?

Even after having invited for the meeting and agreeing that there is functional difference between STA and Inspectors, they are not ready to grant 4600/- which was recommended in the CPC and agreed by this very same expenditure department. The only surprising feature is that the Joint Secretary is ready to offer these solutions of granting 46oo/- to the present inspectors and 4200 for future.. How is that possible.. I think this is all meaning less..

It is heartening that the Expenditure department has at least admitted the anomaly committed by the scale merger of STA and Inspector grade. This is the only positive outcome of the meeting so far and it only calls for intensifying our agitation till the demands are actually met.
It is learned that two Inspectors from Madurai Commissionerate have filed a Writ in Chennai High Court, Madurai Branch. In this regard we request the concerned comrades to inform details of the writ filed by them.

Expenditure dept has admitted that merger of STS & inspectors is not feasible due to functional considerations. The only solution as provided by the 6CPC in the section-I (Sl. No.ii)of Part-B of The First Schedule of CCS(RP) Rules 2008 is to upgrade the posts in the scale of Rs.6500-10,500 to the next higher grade pay in PB-2 i.e. to the GP of Rs.4600 corresponding to the pre-revised pay scale of Rs.7450-11500. So Expenditure Dept should propose other meaningless alternatives. They shuld follow the recomendations of 6CPC which has already been accepted by themselves.

Gone through all the postngs. Thoug the time has not yet come to Congratulate our SG & President but we must pat for what they have done and are doing in this regard.
There are sufficient "masala" in the proceedings of the meeting and the "Dhaklet" attitute shown by the expenditure people are sufficient enough to heat our blood. I simply cannot understand when it is specifically mentioned in the pay commission report that wherever it is not possible to merge the caderes due to functional distincion the higher scale will be granted the higher GP and even after accepting the fact that STA and Inspectors cannot be merged due to functional distinction ... for what they are refusing the GP of 4600. Also, their attitude to grant GP 4600 to the present lot and 4200 for new entrants is nothing but an effort to bribe us..... we will never accept this....

Real solution of this scene is the GP4800 for Inspector being Uniformed Executive Field Officer(GrB) and GP5400 for Superintendent being Gazetted Uniformed Supervisory Officer(GrB). We should fight this war unitedly because it is not battle but war for survival. Otherwise 7th Pay commission will wipe out Gr B,C & D employees.

We at Ludhiana Commissionerate are holding weeky demonstrations in a big way.Members feel that enough water has flown.Ministry is not serious towards our genuine demands.We should now think of going on indefinite strike.

Hi, only this issue is discussed what about
1. Notional pay from April 2004 in respect of Pay scale 6500/-
2.Grade pay of 5400 for ACP inspectors.
3.Grade pay of 4800/- on ACP instead of 4600 given now.

Please highlight the outcome on these issues or these were not discussed at all.

Mr Kaushik Please have a separate appointment with department of expenditure If they give appointment including Income Tax Just Boycott it.

Your point no. 3 will be solved if the Grade Pay of 4600 is granted. Next Acp is GP of 4800/-. All these anomalies can be rectified by upgradation of scale to 7450/- i.e GP of 4600. The immediate need of the time is upgradation to GP 4600/-.

What is locus-standi of the JS (Per) of Expenditure Ministry to put forward various options when they conceded that it is not possible to merge the cadres of STA and Inspector due to functional distinction, other than up grading the grade pay to Rs. 4600/-and when the Govt. has accepted the reccommendations of VIth CPC in toto. Are we still begiing for the mercy. Dont we have any option left with our Judiciary.

whether our judiciary is dependable? Why won't we have courage to take action against the Govt ? ask the comrades of Mumbai, Hyderabad, Shillong and Delhi why they are not participating in the agitation programme????? when our own comrades are not convinced/aware of the deprivation how can u think of a banking on judiciary right now, let the cadre through out India say what is owr primary duty now......

Hi,
It is heartening to say that as on date Inpectors are not unified throught out the country. Ins. working in Custom formations or in any lucretive formation are not bothered about the injustice done to our cadre from day one. The day when upgradation was granted from April 2004 instead of from 01.01.1996, we should have refused to receive the same. We have failed in bringing all the inspectors through out the country under one banner. If any agitation goes on in Ludhiana Commissionerate, then the same should be follwed from Kashmir to Kanyakumari. The solution to all our problems lie in unifying the cadre and the cause for the struggle has to reach their hearts and more to their brains. To my knowledge, there is no agitation/activity taking place in southern zones. When will we fight together to reach the goal? Comrades, please think and act fast.

When they reaped the fruits of efforts put-up by AICEIA, those Zones/Commissionerates which are not on agitation will feel ashamed of themselves.
Some of the Inspectors, especially the new recruits, in these Zones are not happy with their leadership for not supporting the cause pursued by the AICEIA.
The AICEIA Executives are requested not to lose heart, because the leadership of the Associations in these Zones are not permanent, after all.
Also, the efforts put-up by AICEIA is well-known and appreciated by everyone throughout the Country.

We appreciate the efforts of AICEIA for achieving our goals. The entire inspector cadre is fully behind you since it is the matter of existence of this cadre. Leadership of some zones is sleeping, let me assure you that when they will wake up, they will not be our leaders any more.

Being a new recruit who joined after 01.01.2006, I feel insecure, socially degraded and depressed.

You are also requested to introduce such system of election within the association that each and every member of the association can participate irrespective of his place of posting and his inability to attend the meeting. For this purpose system like voting by post or online voting may be adopted.

Kindly keep us updating about the progress..... Did JS expenditure has updated the revenue secretary about the meeting ??......What is the response of revenue secretary ??..... What our association is going to do next???......

To AICEIA,
When I said about knocking at the doors of Judiciary, I really did not mean to hurt your sentiments or doubting about your ability or leadership.We the Inspectors are behind you. As someone said in above comments, some black sheep in lucrative postings are causing the damage. Money alone are not the issue but the social status connected with the post (grade Pay)of Inspectors of Central Excise where highly qualified men are holding the post. Black sheeps, awake. Money do not give you everything in life.
Almost, all the present day educated Inspectors are watching this column.The back bechers are thinking of catching the fish without wettinf their hands.
AICEIA, please go forward and post the latest results. We are behind you.

We (The Income Tax PPL) are in full support of the AICEIA and need the same from you. We can acheive only if we fight together. United we win, Divided we fall. As someone here suggested that AICEIA should fight alone but that will hamper the chances of whole cadre of Inspectors of Revenue Dept. We had a massive walkout n u won't believe but even new entrants had staged a walkout on 18 Aug despite pressure from Officers and once again we will make it a lockout like situation on 09/09/09 becus it is not our demand it is our right. Hope you ppl will also help us.
