The Central Government has announced that there is no ceiling for grant of ex-gratia lump sum compensation to the families of deceased Central Government Employees.


There is a good move by the Government to their employees that the restriction of ceiling for the compensatin of Rs.20 lakhs(each individual) is removed.

Subject: Implementation of the Government's decision on the recommendation of the Sixth CPC-Revision of provisions regulating special benefits in the cases of Death and Disability in service - payment of ex-gratia lump sum compensation to families of central Govt.employees - modification - regarding -



The undersigned is directed to say that in this Department's Office Memorandum of even number dated 16thMarch, 2009, it was provided that ex-gratia lump sum compensation to the families of deceased Government servants including from sundry Government sources, such as the Prime Minister's Relief Fund, Chief Minister's Relief Fund, etc. should not exceed the aggregate of Rs. 20 lakhs in each individual case. Para 12 of Annexe to this Department's OM 45/55/97-P&PW(C) dated 11th September, 1998 was modified to that extent.



2. The matter has been further reviewed and it has now been decided that there will be noceiling for grant of ex-gratia lump sum compensation in terms of Department of Pension & Pensioners' Welfare's OM No. OM 45/55/97-P&PW(C) dated 11thSeptember, 1998 read with OM NO.38/37/08-P&PW(A) dated 2nd September, 2008 and OM No.45/7/2008-P&PW (F) dated 16th March, 2009.

3. The above revised provision will be effective from 1.1.2006.



4. All other terms and conditions in the O.M. dated 11th September, 1998 shall remain unchanged.

5. This issues with the concurrence of the Ministry of Finance, Department of Expenditure U.O. No. 361/EV/2010 dated 4th June, 2010

6. In so far as persons serving in the Indian Audit & Accounts Department, these orders issue after consultation with the Comptroller & Auditor General of India.

dear rao, surya asked to post the letter of association and asked to post it in the web. failure to follow rota quota in four CCA is affecting other 11 CCA which follwed the Board's instruction properly. only one promotion in the life time of DR inspector is delayed due to lack of interest in many sides. please put forth the plight this cadre in the servcie condition, promotion, cadre restructure, pay parity etc. delayed justice is not less than injustice.

for Grade Pay of Rs.5400/- the CAT, Chennai passed an order in OA 167/2009 rejecting NFSG Rs 5400 grade pay for ACP Inspectors.It is also learned that an appeal was filed in the High Court of Madras vide WP.13225/2010 against the CAT Order.

I have deep appreciation for Shri. Vigneshwar Raju for the enthusiasm displayed on Association matters, especially the keenness to continue the issue covered in OA No. 167/2009 at Hyderabad. All the best and keep it up. I hope you will take similar steps in respect of the issue covered under the order of CAT, Cuttack. If we win, the benefit will be unimaginable with arrears for 25 years. This time, we can request the CAT to issue categorical orders instead of passing the ball to the Board/Government, which is not kind towards the cadres other than IRS and Customs Examiners/Appraisers.

The Member(CX) had visited the Coimbatore Comm'te yesterday. In his address he had indicated that steps will be taken to alleviate the stagnation in the Inspector cadre. We are not new to unfulfilled promises and half measures. Though, there is no music for our ears, at least we hear some goods noises.

They want (Income Tax) their 12-point demands to be approved, which includes demands like laptops, reimbursement of mobile phone bills, computers for C-category employees, promotion to the post of assistant commissioners, filling up vacant posts and expedite the proposals by cadre review committee.

We are fighting for a promotion even after completing 18 to 20 years service.

What to say or whom to be blamed except fate of the cadre

waht have you got to say now. till now you were ridiculing the members who were criticising the leadership for their lethargy. Right from the start we were quite convinced that something fishy was happening and some vested interest were behind the stalling of THE promotions. Do you know that till date no representation/letter have been given by the leadership to the Board to vacate the stay and grant promotions. Do you still stand behind the present leadership. From monday we are planning mass resignatiion from the Association being fed with the lethargy on the part of the leadership and have also lost all faith in them. Copies of the resignation letters will be submitted to Board also. IF ANY BODY FEELS THAT THE MEMBERS CAN BE FOOLED IS GOING TO GET THE SHOCK OF THEIR LIFE

The reasons why the motives of the office bearers are doubted
1. Repeated requests to publish the court judgement in wpct no 261/2008 on the web, so that the members can peruse the same and identify any infirmity in the judegement so that they can contemplate moving the court/higher judicial forums for redressal, was not complied with the leadership. Similarly copy of the affidavit /counter affidavit were also requested to be posted on the web for similar reasons, but to no avail.
2. No representation/letter submitted to Board requesting to vacate the stay and grant promotions made by the leadership till date.
3. The leadership were fooling the members by assuring that the promotions will be effected on 30.6.2010 thereby denying the members any chance of moving the court themselves.

If the association cannot protect even the painstakingly earned due promotions after putting 20 plus years of service as inspectors, what to talk about extra posts in the restructuring process. It is the association leadership which should have in the forefront taking action to ensure that the promotions are not delayed. But what did we see?. Just wining, dining and flying around on the association subscription and contributions is not what is expected from the office bearers.

Just because the court could not here the case due to lack of time, no body is required to be blamed. Any individual can file a suit in the Court. No body stopped people going to court. The so called anti AICEIA people can get the things done without using its name. Its better all to support the leadership of AICEIA, which is the only recognised body of Inspectors at All India level. This way the things can't move, be patient.

I appreciate your matured approach. At the same time, you should appreciate the heartburn and agony of the Inspectors who are on the verge of their promotion and waiting for the fulfillment of their dream.
What are the steps taken by the Association in respect of each issue? If individuals are required to go to the Court, then what for they are part of the Association?

I request all the members of AICEIA to ask your unit representatives for update on the issues. The unit representatives are responsible to be in contact with the All India Office bearers and apprise the situation to the members. how many of them are doing this. Here in Hyderabad the so called AICEIA representatives are not interested in any matter since their election. Shamelessly they use the platform of AICEIA to achieve their selfish goals of getting postings but, never bothered to implement the programs of AICEIA. This all done only to support a split group of members keeping in dark more than 700 members here. People may surprise that in one and half year of their election not a single GB was conducted. I request the AICEIA Executive Body to consider writing a letter to the concerned Chief Commissioners/ Commissioners not to entertain such people.

As per AICEIA Constitution the responsibilities of Branch/Circles are as follows:

CHAPTER : 6

ARTICLE 31.

‘DUTIES AND RESPONSIBILITIES OF OFFICE BEARERS OF THE CIRCLES/BRANCHES’

(1) The Office Bearers of the Circles and Branches shall perform the duties similar to that of the Office Bearers of the All India Association, but limited to their respective jurisdictions and as per local requirements without prejudice this Constitution.

(2) The Functions of the Office Bearers of the Circles/Branches are:

(a) To conduct periodic meetings of their Circles/Branches as required by the Constitution and as per requirements of the members.

(b) To attend the meetings of the Association as required by the Constitution and to ensure implementation of the decision/call of the Association.

(c) To take up the problems faced by their Circle/Branch not settled at their local level with the All India leadership;

(d) Not to indulged in any activity, which affects the cadre interests.

(3) The Secretary of the Circle (and where Circles are not available, the Branch) shall be responsible:

(a) To keep the All India Office Bearers and particularly the Secretary General informed of every important event/development with regard to the membership of their jurisdiction;

(b) To provide up to date list of the members to the Secretary General/Office Secretary;

(c) To furnish details and data to the Secretary General as and when required and to carry out within their jurisdictions the call of the Association from time to time and work towards achieving its aims and objectives;

(d) To ensure timely remittance of admission/readmission/subscription;

(e) To give proper feeder to the members of the Circle/Branch as the case may be and vis-à-vis give feed back from the members to the Executive of the Association;

(f) Any other functions assigned by the Secretary General/Executive Committee/Convention;

(4) In the case of Branch Secretaries, where Circles are available, they may send the particulars and details as required as per Article 31 (3) above to their Circle Secretaries and may provide similar assistance to their Circle Office Bearers.

It is good that atleast the Hyderabad unit is taking some initiative and posting the orders in their blogspot. The AICEIA central Office bearers seems to be in deep slumber other wise they would have done this. On 15th July the staff of Income tax including ITOs who are better placed went on one day token strike to press for their demands. We are still making futile comments on the blogspot.

I squarely agree with the views of Surya expressed in the blog on 16th July. I am sure many of the members feel the same way. I request them to stop fooling around the issue of promotion dead lock with mere words and promises. Instead let us have some action. Let those people in the helm of affairs prove themselves with some proof of their action if they are really bothered or concerned about the welfare of the cadre.

It seems that AICEIA is in a state of comatose. The situation demands immediate action as far as the Kolkatta High Court case is concerned. The stay of the court can impede the implementation of the restructuring process. The CEC meeting at Indore may well consider the need for setting up a legal fund to agitate matters in various judicial fora. In the light of the fact regarding lack of norms as regard uniform, it is high time to demand the abolition of this peice of obsolete ornamentation.
