The first meeting of the
present Central Executive
Committee of the All India Central Excise Inspectors’ Association was
held at Shimla on 27th and 28th of July 2013. AICEIA
wholeheartedly thanks the host unit – the Chandigarh Circle of the AICEIA - for the
excellent arrangements.
All issues concerning the cadre were
discussed at length in the meeting, and several decisions taken on the course to be charted by
the Association in the days to come, and some Committees have been formed to
deal with specific sectors. Details will be posted here very soon.
Prior to the CEC meet and for a couple of
days after that, the Central office
bearers were at Delhi ,
meeting Board officials and influential government functionaries. The DGHRD has
informed that the date for meeting by the Committee of Secretaries for taking a
decision on the CBEC’s CR proposals has not been fixed yet, but the matter is
being pursued continuously with DoP&T and the Cabinet Secretariat at the
highest level.
Fresh representations have been submitted
to the Board demanding promotion of Inspectors who have completed the residency
period, and casting of All India Seniority List of Inspectors, even as we reiterate the organisational desiderata of
time bound promotions and parity in promotions among the three feeder cadres.
AICEIA has been assured that at least in
the Restructuring exercise, stagnation
and regional disparities in promotion from Inspector to Superintendent will be
done away with.
Yet
unresolved issues like denial of MACP benefits to certain classes of
officers among Inspectors, and delay in
allowing to all Inspectors the benefit
of entry level pay stipulated for direct
recruit Inspectors have been taken up again in the concerned sections of the
Board office, and copies of certain documents not available with them were
provided.
