Strike deferred as the Government assured Consideration of Staff Side Views

After the meeting with the Home Minister yesterday by the NJCA and further developments leading to the issue of a Press Release from the Government of India, assuring consideration of the issues raised by the Staff Side relating to the pay scales and other recommendations of the Pay Commission by a High Level Committee, the NJCA has decided to defer the Indefinite Strike in the background of meetings with the Ministers and the assurance by the Government of India.  The Press releases are posted below:-




Although the Strike has been deferred but we got initial successes.  We are successful in terms that a large portion of the population of the country was under the propaganda of the government that the CG employee has got bonanza, now believes that the Government has not provided anything to its employee. Now the majority of the population, which  were unaware of the issues impacting the government employees, understand the difficulties, issues and problems faced by the CG employees.  Thanks to the media coverage that brought attention to the issues of the CG employee  and Government's failure.
The second success is the unity demonstrated by our members across the country, which played a crucial role in pressurizing government.  This call of Strike, so far may be termed as successful and will be proved a milestone towards success in the coming months. On this occasion, we would like to thank all our members for the unity and strength provided to the organization.  We must thank our all office bearers for working day and night for the preparation of the strike.  We also thank all office bearers and members of the Confederation for support and historic unity.
At last, we appeal our members to be vigil and stay prepared for the upcoming challenges.

INDEFINITE STRIKE IS INEVITABLE

My Dear Members of AICEIA,

The Union Cabinet has accepted the report of the VII CPC and two committees have been formed, one to take care of the allowances and other for National Pension Scheme, which will submit their reports within four months.  It is the mockery by this mighty and haughty government that the demands of majority of central government employees, including Central Excise Inspectors, have not been considered by the government.


In a recent development, the NJCA had a discussion with the Government of India yesterday over certain demands contained in the common Charter of Demands.   The government has proposed to refer the issue of Minimum Wage and Fitment Formula to a Committee for reconsideration. The NJCA is waiting for communication in the regard from the government.  The NJCA will again meet on 6th July at 11:00 hrs in New Delhi, for taking appropriate decision.
My dear members, non-acceptance of our genuine demands is the historic blunder created by the present government.  So, we also have to show them our historic unity and strength.  Today, we feel proud to declare that the government has no alternative if we stop our work.  The system will collapse if we stop working, as we work in almost all the sectors spread under the area of Central Excise, Service Tax and Customs.  This government has  willfully ignored our demands and propagated 7th CPC as a fortune for us.  It is completely unacceptable.  So, by way of this historic strike, we will make the government understand that they cannot neglect us and deprive us from basic rights. We must go ahead with our preparations for “Indefinite Strike”, which will start from 06:00 AM on 11th July, 2016.

Friends, we have to conclude our  massive preparation in this short period of time.  Please prepare hard and be in regular touch with the leaders and office bearers of the Circle/Branch of AICEIA. We congratulate all the members of AICEIA, posted across the country, for their dedication and devotion towards the  AICEIA and thank the members of Shillong Circle for organizing the wonderful Convention.

All India Central Excise Inspectors' Association is the largest Staff Association under Central Board of Excise & Customs, which has been formed with the objectives to safeguard the rights and interests of the cadre. In recent times, the government failed to provide the rights and justice to the cadre and even tried to increase inequalities among the Inspectors, on zonal basis.  Hence, the unrest and dissatisfaction amongst the Inspectors are brewing. The growing discontentment amongst the Inspectors has already been sensed by the authorities but the results are yet to come.  We are very much hopeful that this New Committee of  AICEIA will force the authorities to redress the concerns of the Cadre.  Our main concern is also to building a more strong and robust organization.  A strong organization would strengthen our morale and send stronger signals in the power corridor.  Thus, all the members of AICEIA, are requested to help the AICEIA with full devotion and co-operation, so that we can bring justice for the cadre.

NON-SUBMISSION OF THE INFORMATION BY THE UNITS

As you are aware of the ensuing Convention of AICEIA is going to be held at Shillong on 24th and 25th June 2016. At this juncture, we want to make it clear again that Some forms (as Annexure to the Notice of the Convention)  were supplied to all Branches (and even posted at www.aiceia.blogspot.in) to get the performance of all units recorded and reviewed. Unfortunately, it  has not met with much success. Even the due-position of the Central Committee could not be compiled properly, because units neither paid their dues on time nor submitted information about their memberships.  The Units even not supplied the copies of their DDO certificates. As you know that the Recognition of AICEIA is going to end in the year 2017, it is essential that DDO Certificates be compiled from all zones and to be submitted to the Board on time.

It is a very sorry state of affairs that despite so much pursuance by the national body, only 2-3 Units have provided the requisite Data with DDO certificates, till date.  Further, it may be noted that the Voting Rights of Units (in the Shillong Convention) shall be determined and decided on this basis. Dear Comrades, many zonal office bearers are busy in discussing unnecessary things and preaching long sermons  at social platforms but forget to work towards the basic things, which they have been assigned by the cadre.  Hence, the General Members in each formation are also requested to contact their Unit office bearers and ensure that the needful is done in this regard within the specified time frame so that the proper representation or the franchise of the unit does not suffer  on account of   negligence of any office –bearer.

AICEIA WILL COMMENCE INDEFINITE STRIKE FROM 11TH JULY 2016

Dear comrades,

We hope that all the regional leaderships are well prepared for the fight for better pay prospects.  Now the moment has arrived, for which we are preparing for a long time.  Today the strike notice has been served by the AICEIA to the Cabinet Secretary and CBEC.  We have to go on indefinite strike from July 11th with all the participating organizations of Confederation of Central Government Employees and Workers.

So, all the regional leaderships of AICEIA are requested to serve the due notice to the concerned CCAs immediately and the copy of the same must be forwarded to us.  It is requested to communicate and motivate the members of AICEIA, so that we can give 100% participation in the strike, called by the Confederation.  Dear friends,  we should not forget that this is the opportune time to fight for better pay prospects and remember that we will not get another opportunity like this in near future. 

If any circle/branch need any help of the national body on this matter, please intimate us on time.
