A delegation
comprising of Com. Anupam Neeraj, President, Com. Rananjay Pratap Singh,
Liaison Secretary and the undersigned, visited Delhi & Mumbai to attend a
series of official & organizational meetings on various issues.
On 14.09.2017, a
meeting of Joint Action Committee (JAC) of all three Inspector-based
Associations of CBEC [i.e. AICEIA, AIACEGEO and IRS (IDT) OA] was held at New Maharashtra
Sadan, New Delhi, where various career related issues and pay related matters
were discussed and joint memorandums were finalised. Later in the afternoon,
the delegates of all these three Associations of the JAC visited Sh. Pon Radhakrishnan, Minister of
State (Revenue), Ministry of Finance, Govt. of India at his residence at 16,
Talkatora Road, New Delhi. The meeting
was held in a very cordial atmosphere. The Office-Bearers of Associations
apprised the MoS about their views regarding smooth implementation of GST & also intimated him about the expectations of Cadre in GST. The MoS assured of all possible measures for
successful augmentation of GST and taking care of concerns of Cadre in GST.
On 15.09.2017, the delegation
of AICEIA separately visited various authorities at CBEC, North Block, New
Delhi and reminded the authorities about the pending issues with them. Further, a meeting of the Office-Bearers of
JAC was also held with the Member (A), CBEC, Govt. of India. Dear comrades, due to non-supply of
information on ICT by various Branches of AICEIA on time, the delegation could
not apprise the authorities about ICT issue in full details. The facts, figures and comments of the Branches
might have helped the delegation more in its endeavour but, it is really
unfortunate, disheartening & disappointing that most of the Branches failed
to supply the requisite data on time. Only Kerala, Rajkot, Hyderabad, Guntur,
Shillong and Aurangabad Circle/Branches supplied us the data on time.
It is also pertinent
to mention here that now the CBEC, as evident from the experience of its
working style will call for these data from the CCAs which will not only delay
the process but also give emphasis on the views of authority. We here again
request our Circles and Branches to compile the data fast and also keep watch
on the submissions of the concerned CCAs, if they are asked for by the CBEC. Despite all these hurdles, the All India Body is trying its
best to get this issue resolved as early as possible.
Further, as decided
vide Circular No. 01/2017 dated 05.09.2017 of the COC, the 2nd
meeting of the Coordination Committee of Associations in the CBIC was
held on 16.09.2017 at New Customs House, Ballard Estate, Mumbai. Com. Abhishek Singh, J. S. (West) and Com.
Amit Kumar Jain, President, AICEIA Mumbai Circle also participated in the
meeting. Total 43 delegates from
thirteen Associations representing Group A, B & C staffs of CBIC
participated in the meeting and it was unanimously decided to observe
"DEMANDS DAY" on 04.10.2017 by holding lunch-hour meetings in all
Headquarters offices and thereafter submitting the Charter of Demands to
various Authorities, by the units of the Organisations and their All India
Bodies, to be followed up by sending of the Charter of Demands by the individual
members to all concerned authorities through various channels eg. twitter,
whatsapp, mails, local press etc. We hereby appeal all our branches/circles to
meet all the participating associations at branch/circle level and start
preparing for the Demand Day right now, as we have little time in our hand.

Comrades,
As you all are well aware of the fact that the ICT
was re-introduced on 27.10.2011 because of the demand and active persuasions of
AICEIA. Since 2011, all the branches of
AICEIA have worked tremendously hard to get their members benefitted of this
scheme despite the fact that there were no clear-cut guidelines of forwarding
and accepting the ICT applications.
Thousands of ICT applications have been forwarded and accepted in
different zones of CBEC due to our continuous efforts.
In recent days, many zones have stopped accepting the applications of
ICT and reported the vacancies to the Board/SSC. Unfortunately, this increased the rumors that AICEIA is
against the ICT and several false messages started floating on the internet. Further, in the Minutes of the meeting held
on 18.08.2017, this was wrongly mentioned
and we immediately opposed it and requested the Board to correct it
immediately.
Dear comrades, recently a Committee
has been constituted by CBEC to deliberate and recommend on the framing of
Inter Commissionerate Transfer (ICT) Policy for Group “B” Non-Gazetted and
Group “C” officers. Being the largest stake holder, AICEIA will also deliberate
on this issue and suggest the terms of policy so that maximum number of
Inspectors will get benefitted.
In view of the above, we require the following data: -

Zone-wise list of applicants (indicating names,
categories, date of appointment, date of NOC etc.) in which NOCs have been
granted from your zone for ICT
·
List of pending cases (indicating names,
categories, date of appointment, date of NOC etc.) of incoming ICTs in your
zone and reasons behind the non-acceptance of applications
·
Detailed list of applications pending at
different levels (in your zone) for want NOC and reasons behind the pendency
Please collect the above-mentioned updated data and forward us
positively by 12.09.2017. Further, you
are also requested to forward us the proposed terms and conditions, which you
wish to be part of the new ICT Policy.
We will try to get them inserted in the new policy.
All Zonal-In charges of AICEIA are requested to supervise this exercise.

Departmental Anomaly Committee for the MoF

Vide letter F.No. O-21036/1/2017-Coord dated 24.08.2017, the Coordination Section has intimated that a Departmental Anomaly Committee for the Ministry of Finance consisting of the representatives of Office Side and the Staff Side to settle anomalies arising out of the 7th CPC recommendations has been set up.
Further, the Coordination Section has forwarded the original letters, meant for these following associations, on our address (the reason behind it is not known to us):-
- All India Association of Customs Ministerial Employees
- All India Customs Preventive Officers Service Federation
- All India Federation of Customs & Central Excise Telecommunication Staff
- All India Customs Ministerial Officers Association (2nd Membership)
- Shankar Saha, All India Customs & Central Excise Group "C" Officers Federation
- S. K. Jamal, All India Customs & Central Excise Group "C" Officers Federation
- Central Revenue Chemical Service Association
- All India Customs Group "C" Officers Federation.
The Secretary Generals of these Associations are requested to depute the representatives of their local Units to collect these from the office of AICEIA.
