From all accounts, Inspectors and also staff and officers from other cadres of the CBEC participated in the 26.09.2012 Agitation in huge numbers at scores of  Central Excise and Customs offices all across the country. In Punjab, West Bengal, Kerala, Maharashtra, Tamil Nadu, Madhya Pradesh, Bihar, Karnataka, Gujarat, the North East, Chhattisgarh, Odisha and other states the Agitation has been a great success. Very satisfying is the fact that Inspectors from Delhi and Mumbai participated actively and spontaneously in this programme, thanks to the initiative taken by the leadership at the two places.
Thanks are due to Com Jayaseelan C, General Secretary, Karnataka Circle of the AICEIA for putting together the above collage.
The AICEIA has again written to the CBEC on the need to urgently resolve issues concerning transfer of Inspectors from one Cadre Control Zone to another, and also on matters relating to DPCs, also highlighting the fact that the DPC exercise for effecting promotion of Inspectors to Superintendents against vacancies arising out of recent promotions of Superintendents as ACs has not yet been undertaken in Mumbai and Shillong . These and other most important issues like steps required to address the acute stagnation that  Inspectors in most  Zones face shall be shortly taken up with the CBEC at the top level by the AICEIA office bearers.
The next Convention of the AICEIA will be held at Patna on 16th and 17th of  December 2012. Delegates may make travel arrangements accordingly. Notice in this respect shall be issued soon.

September 26, 2012 : UNITY IS STRENGTH

Today's Agitation has been a resounding success, and undoubtedly an important milestone for the organisational movement in the CBEC. We owe this success primarily to the UNITY forged between all constituents of the Joint Action Committee, the Central Excise Superintendents' Association and all other organisations who have finally joined hands with one another.

Reports of spontaneous  participation in overwhelming numbers cutting across all cadres are pouring in from all parts of the country.
More details will be posted soon.

AICEIA thanks and salutes the thousands whose active response to this Agitation call has made it the massive success it has been.

However, our struggle is far from over, Comrades.......it promises to be a long and hard road ahead, but if we continue to demonstrate this sagacity and spirit of accommodation, we will certainly be able to bring to fruition our longstanding career aspirations.

It is requested that from all the centres where protest meetings were held today, the Savingram suggested by the JAC (draft appended below) may be sent to the Revenue Secretary and Chairperson, CBEC immediately, in separate envelopes, by Speed Post, if not sent already.

Comrades,

Please go all out to make the Agitation on 26th September'12 a huge success. We have to make our collective  voice heard to get our just demands conceded by the Government.

On the call of the Joint Action Committee of Associations in the CBEC and the Superintendents' Association, each one of us  has to wear a black badge, observe a daylong fast and participate in a protest meeting during the lunch break on 26.09.12 in support of our Charters of  Demands. 

AICEIA  office bearers should kindly co-ordinate at regional and local levels  with the Associations of Superintendents, Ministerial Officers, Drivers, Sepoys and Hawaldars, Telecommunication Staff and all others to make the programme a massive success.

Meetings during Lunch break must be held jointly, and the following savingram suggested by the JAC should be sent to both the Revenue Secretary  as well as the Chairperson CBEC in separate envelopes by Speed Post  to effectively register our  just and collective protest at the appropriate level.

court has been filed by the deptt. & have 

assured the Hon'able court that sincere 

efforts will be made to comply with the 

directions passed by the Hon'able Supreme 

court in such extended time. This application 

has been filed in the Hon'able Supreme court

 in the proceedings under the contempt

 petition.

The  second meeting of this  Central Executive  Committee  of the All India Central Excise Inspectors’ Association was held in Bhubaneswar on the 24th and 25th of August 2012. The Secretary General Com. Kousik Roy laid down office following his promotion as Superintendent. The CEC expressed its appreciation and thanks for his massive contribution in strengthening the Association and widening its base by his sustained and determined efforts. Under the leadership of Com. Shibaji Nayak the Odisha Circle of the AICEIA hosted the Meeting in a splendid manner and the CEC expressed gratitude to Odisha Circle for this.

 The CEC also unanimously resolved  that
a. Com.Kousik Roy was requested to be the Advisor of the AICEIA, which he accepted.
b. Asstt. Secretary General Ajit Kumar K G shall take over as the new Secretary General.
c. Com. A Satish shall be the new Assistant Secretary General.
d. Com. E. Sami shall be the Working President designate, and he shall take charge from Com. N. Venkitakrishnan, when the latter gets promoted which is expected soon.

 Other major decisions that were taken at the meeting included :
1. In response to the call of the Joint Action Committee of Staff Associations in the CBEC, AICEIA would participate in the Protest Programme on 26.09.2012. All members of the AICEIA in all offices of the CBEC all across the country should observe a fast on that day and wear black badges. During lunch break, meetings should be held at all Hqrs offices – Commissioners’ and Chief Commissioners’ offices, and also at other locations/ lower formations too like  Division Offices. Co-ordination   Committees may be formed with office bearers of other Associations participating in the JAC, which now Includes Associations  from both Customs and Excise sides representing Superintendents, Ministerial Officers, Gr C Executive (Sepoys, Drivers, Hawaldars etc.) and Telecommunication Staff, apart from us Inspectors. Notices may be served well in advance to all Chief Commissioners and Commissioners and Divisional Heads etc. by the respective Circle Secretaries and Branch/Unit Secretaries  regarding the Protest Programme. The Notice served to Revenue Secretary by the Joint Convenors of the JAC is enclosed. Wherever possible similar joint notices may be   served signed by Representatives of all Associations, or even those available. If joint notices with other Associations is getting delayed then notices may be served signed  by our Circle Secretaries and Branch/Unit Secretaries. Active campaigning should be undertaken by all Office bearers at all levels   to  make the 26th programme a resounding success.   
2. To take up again with the Board urgently the problems in Transfer of Inspectors from one  Senority Zone under a CCA to another, especially regarding non-forwarding of applications, and  also demand lifting of the requirement of completion of probation period for being eligible to apply for such transfer.
3. To propose to the Central Excise Superintendents’ Association formation of a Federation of the All India Central Excise Inspectors’ Association and The All India Association of Central Excise Gazetted Executive Officers.
4. To augment funds to meet legal expenses since the Fund created earlier has almost depleted.
5. To hold the next Convention of the AICEIA at Patna in December 2012.
6. To take up with the CBEC the issue of Inspectors posted to Cigarette Factories getting hounded by the Administration for no fault of theirs, as pointed out by AICEIA Branch Indore, and also by the delegates from Chandigarh and Gujarat.
7. To demand immediate sanction of more posts especially of Superintendents and Inspectors for Service Tax work, which has increased by leaps and bounds, and which in view of the acute staff shortage is causing extreme hardship by work overburden on the available officers.
8. To reiterate emphatically before the CBEC the demand already voiced several times earlier – Removal of regional disparities in promotions from Inspector to Superintendent of Central Excise.   
 
All Circle/Branch Secretaries are requested to collect DDO Certificates for the current financial year and send them  to the SG at the earliest. This needs to be accorded topmost priority since we  need to furnish the same to the Board urgently for the pending renewal of our Association’s recognition. The same would also be required for the Convention. All pending dues may please be cleared at the earliest. Any issues in this regard may be addressed to Com. JAC NEWS - AGITATION PROGRAM ON 26 SEPTEMBER 2012

On 23.08.2012 a meeting of the JAC in CBEC convened at Bhubaneswar  decided unanimously to go for agitation programme on 26th September 2012. In this meeting the charter of demand was also finalised. On 31st August 2012 another meeting of the JAC held at Kolkata decided that Superintendents Association would be allowed to submit their own charter of Demands if they are not agreeing to any of the points of the JAC and accordingly JAC submitted its notice to the Revenue Secretary. It was also decided that the JAC would observe lunch hour demonstration on that date and a saving Gram  would be sent to the Revenue Secretary . The notice along with the modified demand appended below.


CHARTER OF DEMANDS
1.       Furnish the Board’s proposal after the submission of the Federations/Associations on 25.01.2011 to CBEC, New Delhi and ensure obtaining Federations/Associations views and comments on the D.O.P&T’s decision on Board’s Proposal. Inclusion of all isolated cadres like Telecommunication wing, Marine wing and Chemical staffs whose restructuring is pending in the ongoing Restructuring of Cadres.
2.       A committee be constituted with the representatives of all Recognised Federations/Associations of Joint Action committee and the officials from the CBEC to finalise the ensuing Restructuring of the cadre of CBEC as was done in CBDT.
3.       No reduction/abolition of posts in any of the grade beloinging to Group ‘C’(non-ministerial), Group ‘C’(Ministerial) & Group ‘B’(Gazetted & Non-Gazetted) & Group ‘A’ officers taking into account the submissions made by different Associations consequent to the meeting held with the CBEC officials on 18.01.2011.
4.       Ensure at least 04(four) functional promotions in the service life across the cadre.
5.       One time relaxation for regularisation of the daily wagers/casual labours through the on going cadre restructuring.
6.       The vacancies that would crop up out of the cadre restructuring exercise should be filled up first by giving appointment to all the pending Compassionate appointment cases as one time measure, disregarding the cap of 5% of the Direct Recruit vacancies as provided in the relevant instructions.
7.       Prompt and adequate consideration and redressal of the proposals in respect of ongoing restructuring of cadres of the CBEC submitted by the respective Federations/Associations
8. Redefining the role of employees in conformity with the procedural changes of the department, deployment of all categories of Officers be made in an appropriate manner after imparting proper training.
9.       Restructuring of the cadres in consonance with the recommendation of the 6th CPC in Chapter 3.1.
