The specific recommendations about some categories of these posts made by the Pay Commission are included (in) Section II of Part B. As regards other posts, the posts in these scales should be merged. She assured us to reexamine<BR/>the file. As news came Board had sent it for reexamination on 26th of November, 2008. On<BR/>21st it was informed to us that as discussed on 25th of September, 2008 meeting; Board had asked<BR/>for the clarification regarding the grant of Rs. 5400/- from the Department of Expenditure and<BR/>Department of Expenditure had clarified that officers who are posted in the 7500/- pay scale shall<BR/>be eligible for grade pay of Rs. 5400/- after 4 years continuous service in that scale / grade pay.<BR/>Now the hard copy is in our hand I am enclosing that clarification and hope this will help you to<BR/>end our brief battle for achieving the RS.5400/- grade pay. I have just gone through the excerpts of the meeting of the Inspector assocuiation with the Chairman of CBEC wherein in point no. 13 mentions about the Intercommissionerate transfers. My query on the issue is that has any specific notification being issued by the Board for considering giving priority to the Deputation postings of the Inspectors who to their misfortune joined their service in 2004-05, 2005-06 and 2006-07 batches respectively.<BR/>Please, if anyone can throw a light on the issue then p-lease let me know. In terms Rule 8 of CCS (Revised Pay) Rules 2008 my pay has been fixed to Rs, 13500/- on my date of joining.<BR/><BR/> There is a serious anomaly in the pay fixation of Inspectors appointed after 1.1.2006, which needs urgent attention and clarification. <BR/><BR/> Please refer to Rule 8 of CCS (Revised pay) Rules 2008, which stipulates that<BR/><BR/> “Fixation of pay in the revised pay structure of employees appointed as fresh recruits on or after 1.1.2006 – Section II of Part A of the First Schedule of these Rules indicates the entry level pay in the pay band at which the pay of direct recruits to a particular post carrying a specific grade pay will be fixed on or after 1.1.2006. <BR/> <BR/>This will also be applied in the case of those recruited between 1.1.2006 and the date of issue of this Notification. In such cases, where the emoluments in the pre-revised pay scale(s) [i.e., basic pay in the pre-revised pay scale(s) plus Dearness Pay plus Dearness Allowance applicable on the date of joining] exceeds the sum of the pay fixed in the revised pay structure and the applicable dearness allowance thereon, the difference shall be allowed as personal pay to be absorbed in future increments in pay.”<BR/><BR/><BR/>PB-2 (Rs.9300-34800)<BR/>Grade pay Pay in the Pay Band Total<BR/>4,200 9,300 13,500<BR/>4,600 12,540 17,140<BR/>4,800 13,350 18,150<BR/><BR/> <BR/>As Inspectors in the pay scale of 6500-200-10,500 are given a grade Pay of Rs.4200, initial pay according to the table is Rs. 13,500. But this figure has been calculated as per the formula Rs.(5000 * 1.86) = Rs.9300 + Rs. 4200 = Rs. 13,500. That means that the new direct recruits are placed to the pay scale similar to post of Senior Tax Asst. with a scale of Rs. 5000-150-8000. <BR/><BR/><BR/>A person appointed in a post cannot be lowered to a post lower than the post appointed even through disciplinary action i.e according to CCS(CCA) rules 1965. But here the Inspectors post is degraded to the Senior Tax Assistant level without any reason. This has made two sects of Inspectors, Inspectors joined before 1.1.2006 and ill-fated Inspectors who joined after 1.1.2006. <BR/>From the above illustration it is clear the Senior TA who was receiving Rs. 5000/- basic pay as on 1.1.2006 is receiving Rs. 430/- more than the inspector who was receiving 6500/- on 27.10.2006.<BR/>Because of this anomaly, there is a lot of confusion among the Inspectors who joined after 1.1.2006. I feel insecure, socially degraded, and depressed.<BR/><BR/>Hence I request you to kindly take this matter to higher level and clear the anamoly in Pay Revision. Mere changing the grade pay from 4,200/- to 4,600/- may solve the problem to some extent, but its not the complete solution to our problem. Since two months we are receiving less salary compared to fellow inspectors as well as Senior Tax Assistants. In fact referring to it as NFSG makes it complicated for the Inspectors who have reached the scale of 7500-12000 through ACP to get the higher grade pay after 4 years since there is already a clarification of DOP&T which states that NFSG may only be granted to those who hold such post and not to somebody who reaches that scale merely through ACP.
